APPROVED City Manager Glaves presented for Council approval
Program Supplement No. 18 to Local Agency State Agreement
No. 10-5154 advising that it covers the preliminary
engineering and right-of-way on the Stockton Street,
Kettleman Lane to Lodi Avenue project. The estimate for
this portion of the project is $214,000.00. The Federal
contribution (Federal Aid Urban funds) will be
$184,488.00. The City's responsibility is $29,512 which
has been budgeted out of City TDA funds.

approve State of California, Department of Transportation Program
Supplement 21o. 18 to the Local Agency State Agreement No. 10-5154
Stockton Street from Kettlernan Lane (State Route 12) to Lodi Avenue a
copy of which is attached hereto, marked Exhibit A and thereby made a
part hereof.
BE IT FURTHER RESOLVED that the City Council of the City of
Lodi does hereby authorize the City !-tanager and City Clerk to execute on
behalf of the City Program Supplement No. 18 to Local Agency -State
Agreement No. 10-5154

Pursuant to the Federal Aid for Urban Systems Acts. the attached "Program" of Federal Aid
Urban System Projects marked "Exhibit B" is hereby incorporated in that Baster Agreement for
the Federal -Aid Program which was entered into between the above named LOCAL AGENCY and.
the STATE on De cernher 2 1 1977, and is subject to all of the terms and conditions
thereof.
The subject program is adopted in accordance with Paragraph 2 of Article II of the aforemen-
tioned agreement under authority of City/jgtResolution No. R? -139

2. The City of Lodi will advertise, award and administer this project.
3. The State will handle all Right of Way acquisition and relocation assistance payments.
4. The City of Lodi will reimburse the State for their share of casts for work requested
to be performed by the State.

In awarding the contract, the Local Agency agrees that payment of Federal funds will be
limited to the Detail Estimate amount approved by the Federal"Highway Administration in
the Federal -Aid Project Agreement (PR -2), or its modification (PR -2A), and accepts any
increases in State Matching, Exchange or Local Agency funds.
In executing this Program Supplement, the Local Agency hereby reaffirms the "Nondiscrimination
Assurances" for Federal-Aiu Program, contained in the aforementioned Master Agreement.
The use of Federal funds.for this project is subject to the project being selected as part
of the County FAU Program for the City of Lodi Urban Area.

The availability of Federal funds will be subject to meeting deadlines and/or other i
conditions as may be imposed by the Director upon the recommendation of the Federal -Aid
Urban Advisory Committee.

RECOMMENDED ACTION: That the City Council Approve Program Supplement No. 18
to the Local Agency State Agreement No. 10-5154 and authorize the City Manager
and City erk to sign on behalf of the City.
BACKGROUND INFORMATION: This program supplement covers the preliminary engin—
eering and right-of-way on the Stockton Street-, Kettleman Lane to Lodi Avenue,
