HAUG 09@-W'TV OrwacTon Pursuant to the State's awndatos relative to "identified unmot transit needs" in December of last year, the County undertook to meet the community of Woodbridge's transportation needs through a contract with the City of Lodi, expanding their Dial-A-Rido services. Attached for the Board's review are statistics relative to the-ervice. The original service was estimated to produce one rider per hour from the Woodbridge area. The service is operating at approximately 32% of that figure, or four riders per day. The estimated cost of service for one year was projectcd at $10,734 actual expenditures with 2.5 month projections should be $3,422. Ticket xalos are somewhat higher at 46% of projected. The service, while .rmall, appears to be well received and consistently utilized by area rosidents, with 1028 tickets sold through October. The only change in service recommended at this time would be the inclusion of the Country Club community into the oxisting service arca. Service will be available to Woodbridge under the same provisions as the preceding year's contract with the City of Lodi, from 7:00 a.m. to 7:00 p.m. Monday through Friday, excluding holidays. Tickets will continue to he available at one site in Lodi as well as two sites in Woodbridge with the potential addition of Lodi Memorial hospital as a Lodi distributor. In addition, Lodi's Contract with the City Cab Company expires June 30, 1984 and .Jill be subject to renegoti.,tion at that time. In order to establish coincident Contracts based on a fiscal year, it is recommended that a six (6) month Agreement for the balance of the fiscal year be approved. 1'his action will result in a more appropriate cont. -actual arrangement, while serving to facilitate both budget and future state claiming processes. Hira Director of ublic Works HMH:DB: bah Attachments D A G R E E M E N T between 0 ATTACHMENT I CITY OF LODI $ COUNTY OF SAN JOAQUIN r r 1 AGREEMENT 2 THIS AGREEMENT, made and entered into this day of , 3 1983, by and between the CITY OF LODI, a municipal corporation, hereinafter 4 referred to as CITY, and the COUNTY OF SAN JOAQUIN, a political subdivision of 5 the State of California, hereinafter referred to as COUNTY. 6 WITNESSETH: 7 WHEREAS, CITY is presently operating a low-cost transportation system to 8 the residents of the City of Lodi, commonly known as Lodi Dial -A -Ride; and 9 WHEREAS, the Board of Supervisors of COUNTY and the San Joaquin County 10 Council of Governments (COC) have identified the transit needs of the unin- 11 corporated area of Wocibridge; and 12 WHEREAS, it has been determined that the most feasible method of serving 13 the Woodbridge area transit needs is through an akreement extending the service 14 area of the current Lodi Dial -A -Ride system to the Woodbridge area; 15 NOW, 'n-[EREFORE, the parties hereto, for and in consideration of the 16 charges, terms, covenants, and agreements contained herein, agree as follows: 17 1. INCORPORATION BY REFERENCE 18 That agreement dated July 1, 1983, by and between CITY and Wynston 19 Hargrave and Rae Neel Hargrave, doing business as City Cab Co., and 20 that document entitled OPERATIONAL POLICY FOR LODI DIAL -A -RIDE are 21 hereby incorporated herein by this reference as Exhibit A and 22 Exhibit B, respectively. 23 2. SCOPE OF SERVICES 24 CITY agrees to provide sufficient vehicles to operate a dial -a -ride 25 transit system in the unincorporated area of Woodbridge depicted on 26 Exhibit C, a copy of which is attached hereto and by this reference 27 incorporated herein, between the hours of 7:00 a.m. and 7:00 p.m., • co coUrsiL �7 I Monday through Friday of each week, excluding holidays (New Year's 2 Day, W." hingtori's Birthday, Memorial Day, July 4th, Labor Day, 3 Thanksgiving Day and Christmas Day). 4 Services provided pursuant to this agreement shall meet all 5 applicable requirements of Exhibit A and Exhibit B herein. CITY 6 agrees to negotiate the revision of the present service area to 7 include the area depicted on Exhibit C herein. g 3. TERM 9 The term of this agreement shall be a period of six (6) months 10 commencing on December 15, 1983, and terminating on June 30, 1984, 11 subject to earlier termination upon the cancellation or termination 12 of that agreement incorporated herein as Exhibit A. Prices for Woodbridge 22 dial -a -ride tickets shall be within the sole discretion of COUNTY. 23 COUNTY agrees to pay CITY for services provided pursuant to this 24 agreement within ten (10) working days of receipt of a bi-weekly 25 involco from CITY. The $3545 regaining of the original State Transit Assistance Claim of $7735 has already been approved by the Council of Governments for this program as part of the original agreement for the 83-84 fiscal year. Since ticket usage is running at 32% of the original projection, this amount cppears sufficient to complete this fiscal year. If necessary additional funding can be claimed for the 1984-85 fiscal year should ridership demands increase. Since tie original $500 appropriated for marketing the new service in Decce►ber of 1982 was expended for initial promotion, an additional $500 should be included in this year's program. There appears to be sufficient funds'in the S3S4S balance of available funds to provide this marketing money.
