FROM: THE CITY MANAGER'S OffIC1E November 14, 1983 SUBJECT: APRIL 1984 - GENERAL MUNICIPAL ELECTION A cost breakdown of the 1982 General Municipal Election reflects an expenditure of slightly over $15,000. This was a hand counted election with 17,305 registered voters. During recent months I have been in contact with various election suppliers, looking at their equipment and supplies, comparing prices, and checking references. Based on the infonzmation received, I would like to recanmend that the City of Lodi contract for the April 1984 General Municipal Election with Sequoia Pacific Systems Corporation. This contract would be for a computer counted tally using the Datavote Voting Stistecmm. Inasrxmch as at1 counting will be done by computer at Election Center (City Nall), it will reduce the nurber of hours election workers mist work on election day, provide for faster election results, with an anticipated cost savings of approximately $1,000. It should be noted that Sequoia Pacific Systems Corporation canes highly recunmended from respected election officials throughout the state. Recammended Action: App.-ove contracting* with Sequoia Pacific Systems for various services, supplies and equipment for the 1984 General Nkinicipal Election. AI Ice M. FROM: THE CITY MANAGER'S OFFICE November 14, 1983 SUBJECT: GENERAL MUNICIPAL ELECTION - 1984 The 1984 General %picipal Election for two council seats will be held Tuesday, April 10, 1984. The terms of Council Member Murphy and Pinkerton are the terms expiring. By statute a number of actions and decisions must be made by the council prior to the opening of nominations (January 11, 1983). 1. We have enclosed a resolution calling a General Municipal Election to be held April 10, 1984. 2. Section 10012 of the State Elections Code provides that before the nominating period opens, the local agency for that election shall detennine whether a charge shall be levied against that candidate for the candidate's statement sent to each voter. Such decision shall not be revoked or modified after the seventh day prior to the opening of the nominating period. A written statement of the regulations with respect to charges for handling, packaging, and mailing, shall be provided to each candidate or his or her representative at the time he or she picks up the nomination papers. 3. Further, Section 10012 of the Elections Carle provides that the governing body of the local agency may authorize an increase in the limitations on words for such statements from 200 to 400 words. 4. Section 22843 provides that a filing fee proportionate to the costs of processing a candidate's nomination papers as determined by the City Council and set by ordinance. but not exceeding twenty-five dollars ($25.00), -nay be imposed, to be paid upon the filing of such nomination papers. 5. Section 22808 of the Elections Code of the State of California provides that a city may by ordinance or resolution limit campaign contributions in municipal elections. As a matter of information, it should be noted that in years past, the city council elected not to limit the amount of expenditures or contributions for General Municipal Elections; not to charge for the candidates statement, to retain a 200 word limit on candidates statements; and determined that there would be no filing fee charged for the processing of a candidates nomination papers.
