TELEPHONE SYSTEM
Council authorized Staff to work out an arrangement to allow
San Joaquin County to tie into our new telephone equipment. We
have made all of the necessary arrangements to do this.
:he County will t►se 23 of the 400 available line capacity of
the new equipment. For this, they will pay the City $2,377.11,
plus the cost of their own telephone instruments. installation
and related costs.
Inasmuch as the contract for the equipment is between the City
and CONTF.L. it will be necessary to expand our contract by
t14,599.72 which will be returned to us by the County, plus the
$2,377.11 as a cost of the switching equipment.
This project is funded with Revenue Sharing Funds. In order to
provide a proper audit trail. we ask Council to increase the
Revenue Sharing appropriation by $15.000. When we receive the
funds from the County, we will repay the direct additional
costs to the Revenue Sharing Funds and place the remaining
Pdditional funds in the Capital Outlay Reserve.

Staff has been contacted by Mr. Jerry L. Glenn, Lodi Assistant
City Manager, regarding the possibility of County participation
in that City's new telephone system.
In a letter dated October 28, 1983, the County Administrator
expressed interest in such participation. The Lodi City Council
subsequently endorsed the proposal.
The County currently has three locations which would be
appropriate for inclusion in this telephone system:
Municipal Court 15 Phones
Municipal Court, Division 2 4 Phones
Marshal 4 Phones
TOTAL 23 Phones
The total Lodi telephone system with the County included would
provide for an initial inventory of 218 instruments. The
County's participation thus represents approximately 10% of the
total system.
Cost to the County would $16,976.83. This represents actual
additional Lodi costs of $14,599.72, plus a $2,377.11 buy -in
charge to the new telephone switch.
The estimated break-even point, the point at which invested
expenses for the new system become the same as the accumulated
expenses to Pacific Telephone, is approximately three yearss this
projection is based on Pacific Telephone Company not increasing
its rates over that period of time.

There would be no maintenance charges during the first year of
operation, and the maintenance charges for years two through ten
would be $3.00 per station per month with a standard cost escala-
tion clause tied to a cost -of -living index. Additional County
telephone needs would be based on actual cost of such changes.
Upon hearing a decision from the County, the City will enter into
a contract with the Continental Telephone Company, which would
result in an implementation date of February 17, 1984. The
County would not be charged for its share of the cost until that
date. However, it is recommended that the funds be allocated at
this time so that they may be expended in a timely fashion upon
billing from the City of Lodi.
The proposed arrangement is an excellent example of City/County
cooperation in which each entity gains. The City of Lodi gains
by having the County buy into the cost of their switch in the
amount of $2,377.11. The County, in turn, gains the financial
benefits of a privately -owned telephone system where the County
could not otherwise buy such a system because of the limited
size.
THEREFORE, IT IS RECOMMENDED:
1. That the County agree to participate in the City of
Lodi's new telephone system, and
2. That $16,977 be appropriated from the Contingency
Reserve to the appropriate account of the General
Services budget for the purpose of participating in the
City of Lodi's telephone system.
