City Manager Peterson presented the following bids which
had been received for one hydraulically operated, insulated
aerial line truck for the Electric Utility Department:

RBC0I14EIDED ACTION: That the City Council award the bid for an aerial
line truck to the low bidder, Pac Power, Inc., in
the net amount of $44,258.46.
BACKGROUND D*'ORMATION: The attached Council Communication prepared by the
Electric Utility Director discusses a bid award for an aerial line truck.
The low bid was submitted by a Dixon firm which is using a chassis supplied
by a Sacramento -area firm. For reasons not clear to anyone, the
specifications provided that the successful bidder had to be located within
fifteen miles of City Hall. We believe this phrase was inserted in
Electric Utility Department vehicle specifications several years ago to
hold down the cost of transportation for repairs covered by the warranty.
Public Works Department specifications in use for the last six to eight
years provide that the warranty be for a one-year minimum, "including
transportation cost for warranty repairs to and from the dealer." The
specifications further provide that if the City delivers and picks up the
vehicle for service checks, that the City will be reimbursed at the rate of
$40 per hour, outside of the Lodi area. This approach to the issue of
transportation costs is more defensible. The staff takes the position that
the low bidder is in substantial compliance with the specifications and
should be awarded the bid. All future vehicle specifications will contain
this preferred wording with regard to warranty. The savings to the City
realized by accepting the low bid rather than the second low bid is almost
$3,500.

SUBJECT: PURCHASE OF AERIAL LINE TRUCK (UD -E85-12)
On Tuesday, November 19, 1985, bids were received for one hydraulically
operated, insulated aerial line truck to replace the existing unit #46.
3 All bids received for the cab -chassis (which will be furnished by a sub -
supplier) include exceptions. Only two of the cab -chassis proposals
(Alternate #1 & #2) were determined to be substantially in conformance
with the specifications. Both were identical units, one being suppl4.ed
locally and the other from the Sacramento area, more than 15 miles from
Lodi. The saving to the City by accepting the Sacramento area supplier
is $3,438.
Therefore, considering this savings, it is recommended that the bid be
awarded tc the overall. low bidder Pac Power, Inc. (Alternate X62) in the
amount of $44,258.46.
Funding for this purchase ($48,000) was included in the 1985-86 fiscal -
year budget.

AWARD - AERIAL LINE TRUCK
WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly opened by the City Clerk of this City on November 18, 1985
at 11:00 a.m. for the contract for Aerial Line Truck as'descrihed in
the specifications therefor approved by the City Council October 16,
1985; and
WHEREAS, said bids have been caupared, checked, and tabulated
and a report thereof filed with the City Manager as follaws:

WHEREAS, the City Manager recommends that award be made to the

is hereby made to Pac Power, Inc. (Alternate No. 2), the low bidder,
in the amount of $44.258.46.
