PROPOSED USES OF REM:RJE SHARING FUNDS AS THEY PERTAIN TO THE PROPOSED CITY OF LODI CAPITAL IMPROVE"IIdT PROGRAM 1986 4 Federal Revenue Sharing Regulations provide that the legislative body primarily responsible for enacting the recipient's budget, which includes Revenue Sharing Funds (the term budget for this purpose is defined as operating, capital improvement and revenue sharing budgets) must have at least one public hearing prior to its final adoption making the budget the official expenditure authorization of the recipient goverrunent. Further, Federal Revenue Sharing Regulations provide that at public hearings, recipients have a particular responsibility to assure that senior citizens are encouraged to participate. The City's Auditors, Ernst and Whinney have further interrupted these regulations to include the special noticing of the handicapped of public hearings relating to Revenue Sharing . Pursuant, to these regulations, the Lodi City Council set a Public Hearing to be held at the Regular Council Meeting of December 4, 1985, commencing at 7:30 pm to consider proposed uses of Revenue Sharing Funds as they pertain to the proposed City of Lodi Capital Improvement Program 1986. Besides the required legal publications, postings were made at various city facilities accessible to the handicapped and notices were sent to the following locations: Senior Citizens Center 50+ Club Loel Center Casa de Lodi Mobile Estates The Arbor Mobile Home Park Almond Drive Estates ALICE M. REIMCHE City Clerk NOTICE OF PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF`LODI:TO CONSIDER_ PROPOSED USES OF REVENUE SHARING FUNDS' AS Tr PERTAIN TO THE PROPOSED CITY OF LODI CAPITAL IMPROVEMENT PROGRAM 1986. NOTICE IS HEi2EBY GIVEN that on Wednesday, December 4, 1985 at the hour of 7:30 p.m., or as soon thereafter as the mater may be heard, the Lodi City Council will conduct a Public Hearing in the Council Chambers, City Hall, 221 West Pine Street, Lodi, California, to consider proposed uses of Revenue Sharing Funds as they pertain to the proposed City of Lodi Capital Improvement Program 1986. A copy of the proposed uses of the General Revenue Sharing Funds is on file in the office of the City Clerk and can be examined during regular business hoars (Monday through Friday, 8:00 a.m. - 5:00 p.m.). All citizens of the recipient government (the City of Lodi) shall have the right to make written and oral comments and to ask quesci-ons concerning the entire budget at the hearing relative to the use of General Revenue Sharing Funds as they pertain to the proposed City of Lodi Capital Inprcvement urogram 1986.
