BACKGROUND INFORMATION: Residents have brought their concerns to Council members regarding the parking situation in the vicinity of the PCP Cannery for a number of years. At the September 4, 1-985 public hearing, City Council requested Public Works staff to review various alternatives and solutions to the cannery parking problem. Eight alternatives were studied and advantages and disadvantages were discussed. At the October 22, 1985 shirt sleeve meeting, Council requested staff to include four alternatives for discussion at the public hearing. The attached sheet was delivered to residents which presents the four alternatives and the suggested restricted area. Also attached is the City Manager's summary of the Police Department "Vehicles vs. Off-street Parking Spaces" inventory of the PCP parking area. Jac' L. MEMORANDUM TO: The Honorable Mayor and Menbers of the City Council FROM: City Manager DATE: November 4, 1985 SUBJ: PARKING STUDY (PCP CANbU AREA) Attached is a copy of a door-to-door survey of parking needs in the area of the PCP Cannery conducted by a member of the Police Department. The results of the survey reveal: • }here are a total of 227 separate living units in this area • there are 14 addresses in this area with no off-street parking • there are from 1 to 4 cars belonging to the person/persons at these 14 addresses . the number of cars belonging to persons residing in this area exceed the number of off-street parking spaces by 25 . approximately 6% of the living units have no off-street parking . at 36 addresses (16% of the total) +j -t, -,re are more cars than there are off-street parking spaces The staff will be pleased to respond to any other questions Councirs may have prior to the public hearing on this matter which will be set for the meeting of December 4, 1985. Each resident in the area depicted on Exhibit "A" attached hereto -and thereby made a part hereof will be provided with a resident permit 2. "No Parking" restrictions will be established for one (1) hour from 8:00 a.m. to 9:00 a.m.; 3:00 p.m. to 4:00 p.m.; and 3:00 a.m. to 4:00 a.m. except with a resident permit from June 1 through March 31. RESOLVED, that the City Council of the City of Lodi will implement by subsequent action the details of the provisions of this Resolution. Pine Street Lodi,_.CA 95240 Re: Pacific Coast Producers Cannery Parking Dear Council Members: The Lodi District Chamber of Commerce Board of Directors is rec.--mmending the following action be taken to alleviate the Pacific Coast Producers employee parking problem: 1. provide a resident permit for each current registered vehicle at no charge. 2. provide one guest pass per residence per year with no exceptions at no charge. 3. resident permits and guest passes to change color annually. 4. enforcement period to be July 1 through September 15. The above described procedure should be instituted by resolution so future revision, if required, may be initiated without delay. This recommendation will: 1. provide local resident parking. 2. assist Pacific Coast Producers to encourage use of provided onsite parking. 3. enable City of Lodi to minimize their administrative A an enforcement procedures. Page 2 There are two dditional suggestions which will give this new procedure a better chance for success. All the residents in the impacted area should be encouraged to notifyauthorities of violations. This will minimize the required patrol time. Also, Pacific Coast Producers should give notices of the new parking procedures and locations of available onsite parking to all their employees.
