NO. 87-265 CC -55 CITY COUNCIL MEETING DECEMBER 2, 1987 Council, on motion of Council Member Reid, Hinchman second, adopted Resolution No. 87-165 reallocating $25,000 of Community Development Block Grant funds from the Main Street Program to the City Housing Rehabilitation Program. Since the first half of the fiscal year did not experience any activity in the Main Street Program, the Community Development Department staff requested that the City Council proportionately reallocate half of the Main Street E Program funds to the City Housing Rehabilitation Program. s` T0.- THE CRY COUNCIL FROM: THE CITY MANAGER'S OFFICE SUBJECT: JUNCIL COMM NICATUs`:. REALLOCATION OF MAIN STREET PROGRAM FUNDS DAA. NO. December 2, 1987 RECOMMENDED ACTION: That the City Council adopt a Resolution to reallocate $25,000 of Community Development Block Grant funds from the Main Street Program to the City Housing Rehabilitation program. BACKGROUND INFORMATION: In July 1987, the City of Lodi allocated $50,000 of Community Development Block Grant funds for the Lodi Main Street Program, with a contingency that evidence be presented to the City Council that a Business Improvement District (BID) can be established to support the program in future years. To this end, the Lodi Downtown Business Association has acted cautiously in their marketing approach to gain support for the establishment of the BID. Consequently, the Lodi Downtown Business Association will be unable to submit evidence of support for the BID until after January 1988. Therefore, since the first half of the fiscal year did not experience any activity im the Main Street Program,:, the Community Development Department staff will request that the City Council proportionately reallocate half of the Main Street Program funds, or $25,000, to the City Housing Rehabilitation Program. In the event the BID is established to support the Main Street Program in FY 87-88, the City will have another opportunity in the following fiscal year to allocate CDBG funds for the Main Street Program. /�& �12� Rick Barnum Associate Planner CC16jTXTD.OIB RESOLUTION 87-165 COMMUNITY DEVELOPMENT BLOCK GRANT FU^,D REALLOCATION LODI MAIN STREET PROGRAM WHEREAS, the City Council of the City of Lodi has determined that the Lodi Main Street Program has experienced some unexpected delays in its implemen*ation; and W ER -C S, said CiLy Council has determined that the reallocation of unusable Main Street Program funds caused by such delays, to the Lodi Housing Rehabilitation Program constitutes a more timely use of Community Development Block Grant funds for the remaining fiscal year; aa6 WHEREAS, said Council reserves the opportunity to consider the allocation of Community Development Block Grant funds to the Lodi Main Street Program in Fiscal Year 1988-89. TK:REFORE, BE IT RESOLVED, that the City Council of the City of Lodi does hereby authorize the City Manager to request San Joaquin County to reallocate $25,000 of the total $50,000 allocation to the Lodi Main Street Program, to the City of Lodi Housing Rehabilitation Program.
