It is felt that stop op signs on Eden Street at Garfield Street
In lieu of the existing yield signs may provide some
additional safety to children at that location.
Other conditions:
r4 1. Approach speeds on Tokay Street have an 85th percentile
of 33 mph, and the median speed is 28-27 mph.
2. In approximately 5} hours of observation, 464 children
crossed at the intersections observed, 144 being
controlled by school patrols, and 320 crossing "on their
own",
3. Some of the crossings were as late as 4:50 p.m, when mrany
of the automobiles had their lights on.
4. At least two mothers helped children across the
intersections at various times. Their efforts are
positive and should be recognized.
5. Many of the children cross on a run or on a bicycle
without appearing to have observed approaching traffic.
Additional education by the police departme, t. the
schools, and the parents appear to be the best way of
improving safety.
6. Any new stop sign installation at a location where the
driver is not conditioned to stop, presents speeinl
prcblemms. The Public Wbrks Department will install
advance warning signs, pavement markings, flags and
cones, and, until they are adjusted to the change, some
drivers on Tokay Street will still run the stop sign at
Garfield Street.
The danger to young pedestrians when crossing at a new stop
sign in this is readily apparent. and the Engineering
Division recannends the four-wuy stop installation only on
the condition that adegw.te adult supervision be provided for
all students until drivers are completely adjusted to the
change.
A lengthy discussion followed with the following persons
addressing the Council regarding the matter:

RES. hD. 84-180 On motion of Mayor Snider, Reid second. Council adopted
Resolution No. 84-180 a) converting the Tokay/Garfield Street
intersection to a four-way stop intersection from a two-way
a. stop intersection, b) converting Eden Street to a stop for
Garfield Street from a yield for Garfield Street, c)
determining that Central Avenue and Eden Street signage be
y left as it presently is, and d) authorizing the installation
of crosswalks at Central Avenue and Eden Street. Council,
further, determined that this area be monitored for the next
three months and directed Staff to contact the appropriate
Lodi Wified School District representatives regarding
concerns expressed relative to bus zones in the subject nren.

COUNCIL COMMUNICATION
RECOWENDED ACTION: Thal. the City Council take the necessary action to
accomplish the following:
1. Convert the Tokay/Garfield intersection to a four-way stop
intersection from a two-way stop intersection.
2. Convert Eden Street to a stop for Garfield from a yield for
Garfield.
BACKGROUND INFORMATION: A "Committee of Concerned Parents" has requested that
our -way stops be lled at (1) Central Avenue and Eden Street, (2) Garfield
Street and Eden Street, and (3) Tokay Street and Garfield Street. (See
Exhibit A). The Engineering Division initiated traffic studies at the three
intersections to determine existing conditions and problems and if four-way
stops are warranted by recognized traffic engineering procedures.
In an earlier traffic investigation at Tokay Street and Garfield Street, -.4e felt
the accident hazard might be corrected without the installation of four-way
stops. In an attempt to modify the situation, a stop sign was relocated at the
southeast corner for better visibility, all school crossings, pavement legends
and stop bars were repainted, and double yellow centerlines were installed to
clearly delineate the intersection. Our observations since these improvements
show motorists will still not yield the right-of-way to six and seven year old
children attempting to cross Tokay Street, and, in lieu of an adequate traffic
patrol, which the school says they cannot provide, additional stop signs
may be the only reasonable solution.
The results of the present study showed Central and Eden and Garfield and Eden
do not warrant four-way stops, and Tokay Street and Garfield Street does meet
the warrants under the accident catagory. (See attached Warrant Sheets Exhibits
B. and D).
It is felt that stop signs on Eden Street at Garfield Street in lieu of the
existing yield signs may provide some additional safety to children at that
location.

We, as a group.of concerned parents, are extremely
worried about the safety of our children crossing the
streets around Heritage School.
Our main concern at this time is in regards to
the lack of proper and appropriate stop signs at three
intersections which directly affect the safety of our
children.
Intersection #1) Eden and Garfield, directly in front
of the school has no stop signs, only a Yield. The school
• has received numerous complaints that people are not
slowing down and observing the intent of yield sign. A
stop sign at all four corners of this intersection is
Importanti Intersection #2) Garfield i Tokay, the
scene of a recent fatality of a Lodi student, has stop
signs only on Tokay. The neccessity of a four way stop
is obvious. Intersection #3) Central i Eden, has stop
signs on Eden only. Again, a crucial corner concerning
the safety of our children.
While a Safety Patrol is on duty for three dismissal
periods, there are none available for the dismissal of
kindergarten, first and second graders which takes place
after the sixth grade students leave school for the day.
The students most in need face the hazards of traveling
to and from school under the worst of circumstances.
To add to the problem, Heritage will be going on
a year round schedule during the 85-86 school year. Children
will be traveling to and from school 12 months a year, rather
than nine.
The Dept of Public Works ha£ informed us that there
have been six accidents to date at one of these sites.
As you can see, the need is urgent. We respectfully

Subject: Traffic Control Changes, Heritage School
Dear Mr. Robison,
Pursuant to your letter of Dec. 12 in regards to the installation
of stop signs at Garfield/Eden and Tokay/Garfield, the
following steps have been taken to prepare students;
1) Information to teachers re: pedestrian safety as part
of a class instructional presentation.
2) Staff to accompany and direct students across
intersection of Garfield/Eden.
3) Members of Parents Club to enlist volunteers from
Senior Citizens centers to act as guards at
Tokay/Garfield.
4) Members of classified staff to assist at Tokay/Garfield.
5) Planning underway with Virgil Monroe of Lodi Police
Dept to make total school presentation on Traffic/
Pedestrian safety.
Thank you for your assistance and cooperation. I trust the
abovr. procedures will satisfy the conditions of the
