SUBJECT: SENIOR CITIZENS COMMISSION

RECOMMENDED ACTION: That the City Council adopt Resolution No. ,
"A Resolution Creating the Lodi Senior Citizens Commission".
BACKGROUND INFORMATION: The City Council, in the recent past few weeks has
been discussing the establishment of a commission to serve as a forum for
addressing needs and concerns of senior citizens. Mayor Hanchren appointed
a task force of twelve people representing various segments of the senior
cmmmity to develop a r nded course of action for City. Council
consideration. The task force met September 30, 1985 and deli•n•-eA.its
report to the_City Council at the Council's r gular meet:,lig of October 16,
1985. The task force recommendations includ d the establishment of a senior
citizens ccmui.ssion. The Council directed the staff to prepare an
appropriate resolution for Council consideration and this resolution is
attached (Exhibit A). The resolution was reviewed in-depth at the City
Council, work session on November 12, 1985, and the attached reflects the
Council's direction at that meeting.

RESOLUTION NO.
RESOLUTION CREATING THE LODI ShNIOR CITIZENS COMMISSION
WHEREAS, the Lodi City Council has directed that a Senior Citizens
Ccsimission be created; and
WHEREAS, it is necessary to clarify certain items relating to methods-
of
ethodsof appointment, terms of office, functions, etc.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
specify the following as it relates to the Lodi Senior Citizens
Commission.
1. Membership. The membership shall consist of seven (7)
members appointed by the Mayor and approved by the City Council.
2. Term of Office of Members. The term of office of all members
of said Commission shall be four (4) years; provided that such
members first appointed shall so classify themselves by lot
that one (1) member's term of office shall end on December 31,
1986, and two (2) members' terns of office shall end on
December 31, 1987, and two (2) members' terms of office shall
end on December 31, 1988, and two (2.) members' terms of office
shall end on December 31, 1989. Each member shall serve at the
pleasure of the Mayor and the City Council until his/her
successor is appointed and qualified.
3. Vacancy. Vacancies on said Commission, from whatever cause,
shall be filled by the City Council.
4. Officers of the Commission. The Lodi Senior Citizens
C nudssion shall, at its first regular meeting of each calendar
year, select one of its members as Chairman and one of its
members as Vice Chairman. The Chairman shall serve for a
period of one (1) year, and the Vice Chairman shall serve for a
period of one (1) year. Members so selected may serve in such
positions for a maxinmm of two consecutive years.
S. Meetings of the Commission. The Lodi Senior Citizens
Commission shall establish a regular time and place of meetings
and shall hold at least one (1) regular meeting each month.
Special meetings of the Commission may be called at any time by
the Chairman, or by any four (4) or more members of the
Ccamission, by providing notice of, said meeting as required by
law.
6. Organization and Procedure. The Commission may make and
alter all rules and regulations governing its organization and
procedure not inconsistent with this article or any other
Ordinance of the City.

7. Secretary to the Senior Citizens Commission. The City
Manager shall appoint an officer or an employee of the City who
shall act as Secretary to the Senior Citizens Commission.
8. Functions of the Senior Citizens Commission. The functions of
the Senior Citizens Comni_ssion shall be to advise the City
Council and the city staff on all matters relating to policies
and programs which will serve all senior citizens of this
ccmnunity and shall include:
(a) Identify the needs of the aging of the ccotmunity and create a
citizen awareness of these needs.
(b) .Advise the City Council on all matters affecting the aging in
the community.
(c) Render advice and assistance to other City boards and
commissions, to City departments and to private agencies on
matters affecting the aging.
(d) Explore improved standards of services to the aging and explore
establishment of needed new services for the aging, both public
and private, and in so doing, encourage coordination among
organizations providing services to the aging in the ccmmunity
and provide advice and assistance thereto; in cooperation with
other agencies collect, maintain and interpret information and
statistics on the aging for the use of citizens and
organizations in the City; encourage preparation of
publications and results of study and research pertaining to
the aging.
(e) Perform such other functions and duties as may be directed by
the City Council.
BE IT FURTHER RESOLVED, that it is the intention of the Lodi City
Council that the Senior Citizens Commission shall function in an
advisory capacity and shall not be an administrative body, and shall
direct their activities to the service of all senior citizens, whether
they be as individuals or groups, within the City of Lodi.
BE IT F'UFQ'HER RESOLVED, THAT THE Commission shall have the authority to
appoint Advisory Boards as may be necessary and desired in carrying out
their responsibility. Prior to the appointment of Boards, the
Commission shall obtain prior approval f=m the City Council as to the
purpose of the Advisory Board and the selection criteria to be used.
