NO. 86-170 Council was apprised that, at the November 4, 1986 General Election, the electorate amended the Land Use Element of the CC -8(a) General Plan by adding Maggio Industrial Park. This project. is a 37.8 acre, 16 parcel industrial developany-ant at the northwest corner of Harney Lane and South Stockton Street. _ pproyunately 14 months ago, the City Council prezoned the property to M-2, Heavy Industrial' and certified the Environmental Impact Report as adequate_ These actions are still valid. Council adopted Resolution No. 86-170 initiating the annexat;.on of Maggio Industrial Park (ixDunded by Salas Park on the north; South Stockton Street on the east; Harnev Lane on the south; and the Southern Pacific Railroad right--of-way on the west). (Adopt Resolution 86-169 - see Exhibit A attached) 4 BACKGROUND INFORMATION: At the November 4, 1986 General Election the electorate amended the Land Use Element of the General Plan by adding Maggio Industrial Park. Reimche City Clerk "3 RESC?LUTION N0. 86-170 RESOLUTION OF THE LODI CITY COUNCIL FOR THE APPLICATION TO THE SAN JOAQUIN COUNTY LOCAL AGENCY FORMATION 0"4ISSION IN THE MATTER OF THE PROPOSED "MAGGIO INDUSTRIAL RD'JRGANIZATION" , $ INCLUDING THE DETACRaW OF CERTAIN TERRITORY WITHIN THE AREA PROPOSED FOR ANNEXATION '10 THE'CITY OF LODI r � WHEREAS, this proposal is made pursuant to the Cortese -Knox- Local }'` t Government Reorganization Act of 1985, and; WHEREAS, the nature of the proposed charge of organization, is the annexation to the City of Lodi an area comprising 43.7 acres, rrore or less, and withdrawal of said 43.7 acres from the Woodbridge Rural Fire f` Protection District, and located within the area to be annexed to the City of Lodi as described and depicted in Exhibit "A", a..'; WHEREAS, no other counties,.cities, or districts are affected, and; {{ WHEREAS, the subject area proposed to be annexed to the City of Lodi and detached frcrn the Woodbridge Rural Fire Protection District is ,i uninhabited, and; ti €.; WHEREAS, no new districts are proposed to be formed by t -:,-Lis 1 reorganization, and; WHEREAS, the reasons for this proposal are as follows: Y (1) The uninhabited subject area is within the urban 51 confines of the City and will generate service needs substantially similar to that of other incorporated y rp° urban areas which require municipal govexrunent service; (2) Annexation to -the City of Lodi of the subject area will result in improved economics of scale in.goverpment ( operations while improving coordination in the delivery of planning services; (3) The residents and taxpayers of the County of San .7oaquin will benefit from the proposed reorganization as a result of savings to the County by reduction of County required services in unincorporated but urban oriented area; t' (4) The subject area proposed to be annexed to the City of ! Lodi is geographically, socially, economically and politically part of the same urban area of which the City of Lodi is also a part; 86-170 (5) The subject area is within the: Lodi Sphere of Influence. (6) Future inhabitants in the subject area will gain immediate response in regard to police and fire protection, unlimited city garbage and trash collection service, street lighting service,, a modern sewer system, other municipal services, and improvement of property values. NOW, TORE, BE IT RESOLVED by the Council of the City of Lodi that the San Joaquin County Local Agency Formation Commission is hereby requested to approve the proposed "Maggio Industrial Reorganization" which includes annexation of 43.7 acres from the Woodbridge Rural Fire Protection District, as described and depicted in Exhibit "A" attached hereto. This all, subject to the aforementioned terms and conditions.
