ADDITION
REORGANIZATION
RES. NO. 86-169 Council Member Snider asked to abstain from discussion and
voting on the following matter because of a conflict of
CC-8(a) interest.
CC-46
Council was apprised that, at the November 4, 1986 General
Election, the electorate amended the Lard Use Element of the
General Plan by adding Parkview Terrace. This project is a
20 acre, 155 unit adult cbTmunity at the northeast corner of
West Lodi Avenue and Lower Sacramento Road.
Council was informed that it would now be in order to
initiate annexation proceedings on the subject parcel.
Council adopted Resolution No. 86-169 initiating the
annexation of the Parkview Terrace Addition to the City of
Lodi (northeast corner of Lower Sacramento Road and West Lodi
Avenue).
The nation carried by the following vote:
Ayes: Council Members - Olson, Pinkerton, and Reid
(Mayor)
Noes: Council Members - None
Absent: Council Members - Hinchman
Abstain: Council Members - Snider

RECOMMENDED ACTION: The the City Council initiate the
annexation of the Parkview Terrace
Addition to the City of Lodi (Adopt Resolution
86-170 - see H5dhibit "A" attached)
BACKGROUND INFORMATION: At the November 4, 1986 General Election
the electorate amended the Land Use
Element of the General Plan by adding
Parkview Terrace. This project is a ZO acre, 155 unit adult
community at the northeast corner of West Lodi Avenue and Lower
Sacramento Road.

86-169 "A Resolution of the•Lodi City Council for the Application to
the San Joaquin'County Local Agency Formation Cornission in the Matter
of the Proposed 'Parkview Terrace Reorganization', Includin:- the
Detachment of Certain Territory Within the Area Proposed for Annexation
to the City of Lodi".
Also enclosed please find the following documents pertaining to this
matter:
a) Three (3) copies of Justification of Proposal.
b) Fifteen (15) copies of legal rites and bounds description of
affected territory consistent with standards acceptable to the
County Surveyor's office.

d) Filing and processing fees in accordance with LAFC0 fee
schedule $500.00.

RESOLUTION NO. 86-169
RESOLUTION OF THE LODI CITY COUNCIL FOR THE APPLICATION
TO THE SAN JOAWIN COUNTY LOCAL AGEWY FOR iATION OU-1MISSION
IN THE MATTER OF THE PROPOSED "PARKVIEW TERRACE REORGANIZATION",
INCLUDING THE DETACHMENT OF CERTAIN TERRITORY WITHIN THE AREA
PROPOSED FOR ANNEXATION TO THE CITY OF LODI
WHEREAS, this proposal is made pursuant to the Cortese -Knox Local
Governent Reorganization Act of 1985, and;
WHEREAS, the nature of the proposed change of organization is the
annexation to the City of Lodi an area comprising 24.2 acres, more or
less, and withdrawal of said 24.2 acres from the Woodbridge Rural Fire
Prot-ction District, and located within the area to be annexed to the City
of Lodi as described and depicted in Exhibit "A", and;
WHEREAS, no other counties, cities, or districts are -iffected, and;
WHEREAS, the subject area proposed to be annexed to the City of Lodi
and detached from the Woodbridge Rural Fire Protection District is
uninhabited, and;
WHEREAS, no new districts are proposed to be formed by this
reorganization, and;
WHEREAS,
the reasons for this proposal are as follows:
(1)
The uninhabited subject area is within the urban
confines of the City and will generate service needs
substantially similar to that of other incorporated
urban areas, which require municipal government service;
(2)
Annexation to the City of Lodi of the subject area will
result in improved economics of scale in government
operations while improving coordination in the delivery
of planning services;
(3)
The residents and taxpayers of the County of San Joaquin
will benefit from the proposed reorganization as a result
of savings to the County by reduction of County required
services in unincorporated but urban oriented area;
(4)
The subject area proposed to be annexed to the City of
Lodi is geographically, socially, economically and
politically part of the same urban area of which the
City of Lodi is also a part;
(5) The subject area is within the Lodi Sphere of Influence.
(6) Future inhabitants in the. subject area will gain nmediate
response in regard to`police and fire protection, unlimited
city garbage and trash collection service, street lighting
service, a modern sewer system, other municipal services,
and improvement of property values.
NOW, THEREFORE, BE IT RESOLE by the Council of the City of Lodi
that the San Joaquin County Local Agency Formation Carmission is hereby
requested to approve the proposed "Parkview Terrace Reorganization" which
includes annexation of 24.2 acres from the Woodbridge Rural Fire
Protection District, as described and depicted in Exhibit "A" attached
hereto. This all, subject to the aforementioned terms and conditions.

I hereby certify that Resolution No. 86-169 was passed
and adopted by the City Council of the City of Lodi in
a'regular meeting held November 19, 1986 by the following
vote:
Ayes: Council Members - Olson, Pinkerton and Reid (Mayor)

PARKVIEW TERRACE REORGANIZATION
A portion of the South half of Section 3, Township 3 North, Range 5 East,
Mount Diablo Base and Meridian, San Joaquin County, California, and being
more particularly described as follows:
Beginning at a point on the Southwest corner of that parcel of land
annexed to the City of Lodi as the "Southern Baptist Addition" as
described in City of Lodi Res3lution No. 1996, which point is 30 feet
North of the South line of said Section 3 and also being on the North line
of Lodi Avenue (formerly Sargent Road); thence North 89026'15" West,
1119.35 feet along said North line of Lodi Avenue, parallel to the South
line of said Section 3 and along the North line of those parcels of land
annexed to the City of Lodi as the "Western Addition" as described in City
of Lodi Resolution No. 1857, and the "Ho -n Addition" as described in City
of Lodi Resolution No. 2956 to the West line of the Southeast quarter of
Section 3; thence due South, 10 feet along the said "Hom Addition"
boundary to the point of intersection with the Easterly extension of the
North line of 40 foot wide Sargent Road; thence continuing along said "Hom
Addition" boundary North 89025'15" West, 140.00 feet along said Easterly
extension and along said North line of Sargent Road, which line is 20 feet
North.of and parallel to the South line of Section 3 to a point on the
Westerly line of the Main Canal of the Woodbridge Irrigation District;
thence North 55022'30" West, 80.34 feet along said Westerly line of
Woodbridge Irrigation District to a point on a line which is parallel to
and 65.00 feet Northerly of, as measured perpendicular to, the South line
of said Section 3; thence South 89°26'15" East 166.11 feet parallel to
said South line of Section 3 to the West line of Lower Sacramento Road,
said West line being parallel to and 40.00 feet West of, as measured
perpendicular to, the East 1-lne of the Southwest Quarter of said Section
3; thence North, 2585.91 feet along said West line of Lower Sacramento
Road to the North line of the Southwest quarter of Section 3, and the
South line of that parcel of land annexed to the City of Lodi as the
"Kennedy -Taylor Addition" as described in City of Lodi Resolution No.
78-66; thence South 89030' East, 80.00 feet along the said South line of
the "Kennedy -Taylor Addition" to the East line of Lower Sacramento Road
(80 feet wide), and the West line cif that parcel of land annexed to the
City of Lodi as the "Tindell Addition" as descrihed in City of Lodi
Resolution No. 3556,,thence South 2621.00 feet along said East line of
Lower Sacramento Road and also along the West lines of the said "Tindell
Addition" and that parcel of land annexed to the City of Lodi as the "St.
Peter's Lutheran Addition" as described in Ciiy of Lodi Resolution No.
2975, to the Southwest corner of said "St. Peter's Lutheran Addition,"
thence South 89026'15" East, 1079.35 feet along the South line of said
"St. Peter's Lutheran Addition", thence South, 776.33 feet along said "St.
Peter's Lutheran Addition" boundary and the West line of said "Southern
Baptist Addition" to the point of beginning, the area thus described
containing 24.2 acres, mere or less.
