OOUNCM MkMrRJG IVO�IFIOER 19, 1986: The City Clerk has been advised that a group of residents and business owners in the area of the proposed new location wi11 be in attendance at Wednesday night's meeting to express opposition to the relocation to that site. The proponent, Mr. Gene Walton, has been advised that this item would appear on this agenda Mr. Walton has advised staff that busses will start to utilize the new site Monday morning (November 17, 1986). He has been advised that he needs to satisfy certain requirements of the Building Division and Public Works Department before this can occur. The City Clerk has so notified the representative of the residents and business owners in that area. The following persons spoke regarding the matter: * Ms. Jane Hughes, 1425 W. Elm Street, Lodi, addressed the Council presenting a petition containing 403 signatures opposing the relocation of the Greyhound Bus Depot. * Mr. Sach Watanabe, President of the Buddhist Church of Lodi, f discussed problems that could be encountered when funerals are held at the church. * Mr. Gene Walton, Attorney -at -Law, representing Colleen Walton owner of the operation, spoke on behalf of the relocation and responded to questions as were posed by the Council. ! * Mr. Paul Tarcmino,"223 North Church Street, Lodi, complained ! that the relocation was done in a very quiet way. * Ms. Valarie Hughes, 1221 South Crescent, Lodi, indicated her. - concern regarding passible Parking problems. z Mr. Fred Muther, 904 Sylvia Drive, Lodi, owner of the { r building where the bus depot is being relocated, spoke on behalf of the relocation. * Mr. Reed RUsen, Brackett's Garage, 21 North Stockton Street, t Lodi, spoke about buses driving at high rates of speed and the high noise levels created by the buses.` ' * Mr. Sam Fernandez, 427 East Pine Street, Lodi, spoke in opposition to the relocation. * Mr. Gordon Clark, 1525 Mariposa, Lodi, spoke in opposition to the relocation. A very lengthy discussion followed with questions being directed to Staff and to those persons who had given testimony. The feeling was expressed. that the owner/operators of the Greyhound Bur. Depot --working together with their neighbors in the subject `area could resolve concerns that expressed. ,were, regar<h ng No formal action matters was taken by the t Council. ✓r PREPARED BY: City Manager ,- RECCHAIMED ACTION: That the City Council receive comments on the = x, relocation of the Greyhound Bus Terminal and take., { { action as deemed appropriate. } BACKGROUND INFORMATION: At its regular meeting of November 5, 1986, the City Council heard,a request frau the new agent for y: Greyhound Bus Lines to relocate the bus terminal from t its present site on the southwest corner of Church and Lockeford streets to a s X11 building on the northeast corner of E. Pine and Stockton streets. After ,,. hearing.testimany from representatives of both sides of this issue, the City Council approved the relocation. Z �a -?c � 34� The members of the BuddhistChurch of Lodi have some serious concerns about the Greyhound Pus depot being proposed for the corner of Stockton and Pine Streets. We would like to see these questions answered before any final decision is made on this matter. 1. What plans are therefor the public safety of people who cross Stockton Street? We have many people crossing the street for either parking or other functions, i.e. Sr. citizens lunch program, services, cultural programs, and conferences. The potential for increased traffic directly and indirectly attributable to the bus depot raises the question of what steps are being taken to assure the safety of people crossing the street, especially the children and elderly. _ 2. What guarantees do we have that our parking spaces will not be filled with. people associated with the bus depot? At this time, we have an amiable working relationship with the neighboring businesses in that we allow them to use our parking when we do not need it, but they make it a point to keep it open when we need it. They do not park there when we have funerals and other services and on weekends. However, in the case of a bus depot there does not seem to be any guarantee that the owner of the vehicle.can be contacted to move the vehicle when necessary. If this occurs, we may be forced to consider some means of securing the parking lots and/or having vehicles towed and such action could lead to strained relations with the neighboring businesses. 3. The church has been allowed to close Stockton Street for the Obon bazaar in July for the past twenty t thirty years. Will we still be able to do so if the bus depot is operating on Pine and Stockton. Streets? The Obon bazaar with the street dancing i`s an important religious event in our tradition as well as a cultural event for the community and a fund raiser for the church. If we were not allowed to close the street from traffic, it would greatly impair our ability to safely hold this event and make it difficult for the people of the community to attend. There are also concerns as to the noise, litter, and loitering problems as well as questions of the hidden costs, such as what would happen to our insurance rates, but the major concerns are those listed.above. In accordance with Section 10.20.180. no person shall stop, stand or park a vehi- cle for a period of time longer than thirty minutes between the hours of two a.m. and four a.m: of any day upon any of the streets within the city.
