ORDINANCE REGULATING
COMMERCIAL VEHICLE
(RAVEL AND PARKING
INTRODUCED
ORDINANCE
NO. 1410 Council was reminded that, at its October 2I, 1987 meeting,
the City Council introduced the new Traffic Ordinance
CC -45'(a) excluding the section on regulation of commercial
CC -48(a) vehicles. Staff was directed to return with an ordinance
covering commercial vehicles but not to include
establishment of truck. routes.
The proposed ordinance includes the following sections:
10.52.010 - Allows establishment of prohibitions of
commercial vehicles and/or vehicle weight limits. This is
essentially the same as the old City Cede except the actual
streets would be named in the Traffic Resolution after a
public hearing.
10.52.020 - Allows posting of signs on streets accessible
to STAA (extra -length) trucks. The actual streets would be
named in the Traffic Resolution.
10.52.030 - Requires vehicles to comply with signed
restrictions.
'^ 52 040 - Allows Public Works Director to issue special
permits. These include STAR trucks on streets not signed,
house moving, other large loads, etc.
10.52.050 - Prohibits commercial vehicles over five tons
from parking in front of residential uses.
10.52.060 - Prohibits parking of detached trailers except
for loading/unloading and certain circumstances; does not
apply to small (utility) trailers or travel trailers.
10.52.070 - Exempts certain vehicles per the Vehicle Code.
The portion of the Traffic Resolution covering commercial
vehicles was presented for Council review. This would be
adopted at a later meeting when the Ordinance becomes
effec'ive. Section 8A lists the existing weight limits as
signed in the City. Because of the questions regarding
environmental impacts and the Council's decision to pursue
an environmental impact report on trucV routes, it is
recommended no additional weight limits L)e considered at
this time.

have been checked and approved for STAA truck turns. Other
intersections that were checked and not approved are:
Turner Road @ Lower Sacramento Road (North)
Stockton Street
Highway 99 Ramps (per Caltrans)
Cluff Avenue
Lockeford Street @ Stockton Street

Victor Road @ Cluff Avenue

Signing of the routes will be with the blue on white truck
(symbol only) sign with directional arrows as appropriate.
There are no words indicating "Truck Route". Placements
near Highways 99 and 12 will be coordinated with Caltrans.
Access off the signed streets would be by permit. Since
the General Mills `driveway on Turner Road at Lower
Sacramento Road is accessible, we would issue a blanket
permit. The permit will state that STAA trucks are allowed
on the section of Turner Road west of their driveway.
Other requests will be handled on a case-by-case basis.
Following discussion with questions being directed to
Staff, Council, on motion of Council Member Pinkerton,
Snider second, introduced Ordinance No. 1410, entitled, "An
Ordinance of the Lodi City Council Adding Chapter 10.52,
Sections 10.52.010 Through 10.52.070, to the Lodi Municipal
Code, Regulating Vehicles and Traffic Upon the Streets
Within the City of Lodi. The motion carried by unanimous
vote of the Council.
During the discussion, Mr. Lawrence Fowler, 927 Parkv-?ew,
Lodi posed questions regarding the zoning around !_odi Lake
Park and the parking of trucks in the subje,.:t area.
Council asked that the matter be researched and a report be
given to the Council regarding the matter.

AGENDA TITLE: Introduction of Ordinance Regulating Commercial Vehicle
Travel and Parking
RECOMMENDED ACTION: That the attached Chapter 10.52 regulating commercial
vehicle travel and parking be added to the Lodi Municipal Code.
BACKGROUND INFORKATION: At its October 21, 1987 meeting, the City Council
introduce the new raffic Ordinance excluding the action on regulation of
commercial vehicles. Staff was directed to return with an ordinance covering
commercial vehicles but not to include establishment of truck routes.
The attached ordinance includes the followins sections:
10.52.010 - Allows establishment of prohibitions of commercial vehicles
and/or vehicle weight limits. This is essentially the same as the old
City Code except the actual streets would be named in the Traffic
Resolution after a public hearing.
10.52.020 - Allows posting of signs on streets accessible to STAA (extra -
length) trucks. The actual streets would be named in the Traffic
Resolution.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LODI AS FOLLOWS:
SECTI01l 1 There is hereby added to the Lodi Municipal Code, Title 10, a
new Chapter 10.52 regulating commercial vehicle travel and parking upon the
streets, sidewalks, and other public and private places within the City of
Lodi, as follows:
Chapter 10.52
REGULATION OF COMMERCIAL VEHICLE TRAVEL AND PARKING
Section 10.52.010 - Vehicle Weight Limits in City Streets
Whenever the Traffic Resolution of this City designates and describes
any street or portion thereof as a street, the use of which is prohibited by
any commercial vehicle and/or by any vehicles exceeding a maximum gross
weight as is therein specified, the Public Works Director shall erect and
maintain appropriate signs on those streets affected.
No vehicle weight limit or restriction shall be established under this
section without a public hearing.

Section 10.52.020 - Vehicle STP Limits in City Streets
Whenever the Traffic Resolution of this City uesignates and describes
any street or portion therccf as a street, the use of which is permitted by
vehicles within the length ;imitations described in Section 35401.5 of the
Vehicl` "ode, the Public Works Director is hereby- authorized. designate
such street by appropriate signs as a route for the movement of such vehicles.
When signs are erected giving notice thereof, streets or portions of
streets are hereby declared to be routes for the movement of vehicles within
the maximum lengths allowed by Section 35401.5 of the Vehicle Code.

Section 10.52.030 - Route Res`rict;ors
A. When any commercial vehicle and/or maximum gross weight limit
restrictions are established and designated by appropriate signs, the
operator of any vehicle not in compliance with the specified restrictions
shall not drive on such street except as otherwise provided by City
ordinance or in the Vehicle Code. (VC 21101)
B. Nothing in this ordinance shall prohibit any vehicle exceeding the limits
established under Section 13.0 of this ordinance coming from art
unrestricted street having ingress and egress by direct route to and from
a restricted street when necessary for the purpose of making pick-ups or
deliveries of goods, wares and merchandise from or to any building or
structure located on such restricted streets or for the purpcse of
delivering materials to be used in the actual and bona -fide repair,

Section 10.52.040 - Permits
The Public Works Director may ;ssue permits it

Section 10.52.050 - Parking Restrictions
It is unlawful to park a commercial vehicle exceeding a maxiTum cross
weight of five tons on any street in a residential district. For the
purposes of this section, "residential district" is defined as residentially
zoned areas designated by the City Zoning Code (any "R-" district) and
includes schools, parks, playgrounds, community centers, churches, museums,
golf courses (excluding miniature golf courses) and similar recreational uses
of a noncommercial nature, and public utility service buildings where they
are located in a residential district.
This section shall not prohibit parking of commercial vehicles in the
process of being loaded or unloaded.
Section 10.52.060 - Parking of Trailers Prohibited
No person who owns or has possession, custody, or control of any trailer
or semitrailer shall park such trailer or semitrailer upon any street, alley,
public way or public place, unless such trailer or semitrailer, at all such
times it is to parked, is attached to a motor vehicle capable of providing
the motive power for moving the trailer or semitrailer upon the street,
alley, public way or public place.
This section shall not prohibit the parking of a trailer or semitrailer
in the process of being loaded or unloaded, nor of a trailer or semitrailer
which is disabled in such a manner and to such an extent that it requires
some vehicle or facility other than its normal means of motivation to move
the same along said street, alley, public way or public place; provided,
however, such trailer or semitrailer so disabled may remain so parked while
unattached to the motor vehicle described in this section only for the time
necessary for the vehicle or facility to be provided for its removal, and in
no event longer than two hours.
This section shall not apply to utility trailers or trailer coaches
(travel trailers) as defined in the Vehicle Code.
Section 10.52.070 - Bus and utility Vehicles
The provisions of this article shall nct apply to school buses and buses
under the jurisdiction of the Public utilities Commission, or to any vehicle
owned by a public utility or licensed contractor while necessarily in use in
the construction, installation, or rr air of any public utility. (VC 22512,

SECTION 2. All ordinances and parts of ordinances in conflict herewith are
repealed insofar as such conflict may exist.
SECTION 3. This ord4nance shall be published one time in the "Lodi News
Sentinel", a daily newspaper of general circulation printed and published
the City of Lodi and shall be in force and take effect thirty days from and

Section 8 - Weight Limit/Commercial Vehicle Restrictions
A. The streets or portions of streets listed below are hereby defined and
established as streets of which the use by commercial vehicles and/or
vehicles exceeding the maximum gross weight specified is prohibited and
shall be governed by the provision,; of the Traffic Ordinance.
1. Commercial vehicles over three tons prohibited:

Murray Street
Tokay Street from Stockton Street ;o Cherokee Lane
B. The streets or portions of streets listed below are hereby defined and
established as routes for vehicles within the length limitations
