Even though elimination of this amount of parking will
mean the resident at 1200 West Lodi Avenue will have
no curb parking adjacent to the residemce, it is
recommended that the no parking zone be adopted.
Mr. Manual Rocha. 329 S. Sunset Drive. Lodi spoke
on behalf of the proponents of the petition.
Following a lengthy discussion, with questions being
directed to Staff and to those who had given testimony,
Council on motion of Councilman Katnich. Hughes
second, directed the Public Works Director to
eorrebpond with Mr. William Stemler, 1200 West Lodi
Avenue, Lodi, requesting that he refrain from parking
his boat on the west side of Sunset Drive between his
driveway and Lodi Avenue.

SUBJECT: No Parking Zone on Sunset Drive
COUNCIL COMMUNICATION
RECOMMENDED ACTION: That the City Council adopt a resolution establishing a
33 -foot no parking zone on the west side of Sunset Drive immediately south of
Lodi Avenue (see attached sketch).
BACKGROUND INFORMATION: The City of Lodi has received a petition from 33 resi-
ents of the 300 bloc of South Sunset Drive, asking for the parking restriction.
The petition represents 69% of the total properties along the street.
There are 3 conditions that may contribute to the traffic hazard stated in the
petition:
1. There is an existing no parking zone on the south side of Lodi Avenue
between Nam Lane and Stinset Drive. Drivers of vehicles traveling east on
Lodi Avenue and preparing to turn right on Sunset Drive must be positioned
in the curb lane immediately north of the south curb line. The natural
tendency of most drivers making the turn is to parailel the curb line.
and, upon comptution of the turn, the vehicle would normally be positioned
only 5 or 6 feet from the west curb line of Sunset Drive. A vehicle parked
along the west curb line could protrude as much as 8 feet into the street
area, and the driver making the turn would have to veer to the left to
avoid it;
2. There is a six-foot high block wall located at the sidewalk line which
extends from the west property line of 1200 West Lodi Avenue to the center
of the curs raturn at Sunset Drive (at this point the wall reduces in
height to 4 feet). This wall blocks the vision of a driver on Lodi Avenue
from .eeing a parked vehicle on Sunset Drive until the driver is Me11
into the right turn;
3. The curb -to -curb width of Sunset Drive is 36 feet: two 8 -foot parking lanes
and two 10 -foot travel lanes. if a vehicle is parked at the curb. and
another traveling north on Sunset Drive approaching the stop sign, a driver
turning right has little room to negotiate the turn.
Even though allmination of this amount of parking will mean the reaident at 1200
West Lodi Avenue will have no curb parking adjacent to the residence, it is
ecommended at the no park!ng zone be adopted.

Dear Kr. (haves,
There is before the City Council a petition to restrict parking on
the neat aide of South Sunset Drive immediately south of Lodi vcnue .
I wish to express my opposition to this proposal. Such action will
only increase parking in front of my property which is immediately to
the south of the proposed property to be restricted.
The problems referred to in.the petition are not month in and month out
conditions.
We now have a cordition that if you park in front of a certain parcel
of property the owner immediately calls the police to protest. This
requirea that the police department mast take time to check out the
matter only to find that there is no illegality involved.
Reduction of parking may increase the parking in front of this
property which may require more time of a department with more important
problems than parked cars in front of this persons property.
If this parking restriction is imposed the property owner will be
restricted from parking in front of his home on Sunret Drive. It.
certainly is not possible to park on Lodi Avenue.
In fairness to the property owners immediately adjacent to the area
proposed for restriction, I request that the proposed restrictions
be denied.

Gentlemen:
This is in reply to the proposed red zoning at 1200 West Lodi
Avenue.
I feel it is very unjust because this eliminates the only parking
which I have left for this residence. When Lodi Avenue was
widened, they took approximately eight feet (81) from the front
of the house and eliminated all parking.
There is a misstatement in the petition which states a motor
home and a boat are parked there. I sold my motor home three
years ago. and the boat is parked there once a year for unload -
Ing and cleaning. This year was an exception. The boat was
parked there because 1 was having a new canvas top made, and
Mike's Upholstery could not get the material until the 25th of
October. It was put in storage after that. I tried parking it
across thR street, but it was marked for tow away because of a
complaint •

It is my understanding that the reason the engineering department
recommended this proposal is because people coming from the West
down Lodi Avenue and making a right turn on Sunstst may create
a traffic hazard. I made these turns, with cars parked in the
proposed zoning area. first at 20 miles per hour. It wasn't possible
to turn short enough to cause an accident. I then made the turn
at 15 miles per hour and believe it would be very difficult to cause
an accident. At 10 miles per hour it would be possible, but not
probable.
Several times when my car has been parked in front of the vicond
house across the street, the police have been called for tow away.
Sunset is a dead end street and the people who did not sign ,the
petition use this street more than the people who did sign.

Dear Mr. Stemler:
At their meeting on November 18, 1981, the City Council directed
us to write and request that you refrain from parking your boat
on the west side of Sunset Drive between your driveway and Lodi
Avenue.
The Council took this action rather than estabitsh a no parking
zone at this location and with your cooperation there should be
no need for further action
