BACKGROUND INFORMATION: State legislation restricts the use of radar
for speed
en orcement to streets where speed limits have been established
based on an En-
gineering and Traffic Study conducted within the past
five
years. This report
updates speed zone locations on major (FAU) streets with
-in
the City,
plus reason-
able extensions thereof. The City's last major speed
study
was conducted
in 1977
by George S. Nolte and Associates, consultants. Additional
minor streets
are
being reviewed and will be submitted at a later date.
The
data provided
satisfies
the requirements set forth by the California Vehicle Code for radar
enforceable
speed zon Ts.

Approximately 32 miles -of streets were surveyed (see Exhibit A), and the
speeds of"over 71ODO vehicles were taken to gather the data. Exhibit 8

where 'it`iV recommended speed limits be decreased. Exhibit C shows those
streets surveyed where it was determined that the existing speed limitis
reasonable. 'A'tabulation of all streets surveyed is included as Exhibit D.
The basic speed taw states that no person shall drive at a speed greater
than, -is reasonable or prudent. The majority of drivers comply with this law
and disregard regulations which they consider unreasonable.
The surveyconsiders the following conditions to determine prudent arid realistic
speed zones:
I. Prevailing speeds,
2. Accidents, and
3. Street traffic and roadside conditions not readily
apparent to the driver.
Speed studies are normaliy taken in both direction's on a street
car during the off-peak hours when -there is "Free Fiow" traffic.

Experience has shown that speed limits should be established, pref

The two most misconstrued concepts regarding speed limit signs are:
1. That they will slow the speed of traffic or
2. That raising a posted limit will cause an increase in
the speed of traffic..
The Engineering Department, by comparing prevailing speeds taken with this, survey
to those taken at the same locations in 1977, Is able to show this Is not the
case. A comparison of 85th percentile speeds at 34 locations showed speeds were
slightly up at 14 locations; slightly down at 14 locations; and the some a;. 6
locations. The average 85th percentile speed at the 34 locations was 38.09 mph
in 1977, and ;8.17 mph in 1982. On 10 street segments in 1977, speed limits
were Increased from 25 mph to 30 mph. In 1977, before installing the 30 mph
speed limit signs, the 85th percentile speed was 34.75 mph. In 1982, after the
30 mph signs had been up for 5 years, the average 5th percentile speed was
34.82 mph.
