a) To consider mwbersh p in the Trananission Agency of Northern
California (Johit Paver Agreement for Ownership Interest in the
3rd Pacific Northwest Intertie)
The matter was introduced by City illanager Gtaves. A stmmriza-t:i-on of
the status of the Cal-ifornia-Urea+ Transmi=ssion Project as prepared
by Lloyd H. Harvego was presented for Council I s review as foilrms:
w1be purpose of the mewrandw is to sumnnr-ize the present status of
the Califor.^.in-Oregon Transmission Project. There have been a nunixr
of key actions in the last two weeks. atl of which have been provided
to you verbally. however, i feel it is appropriate that we summarize
these in writ=ing for you. In respect to the Cly process. progress has
been made to a limited extent in getting Western to recognize that
TANG will be the Lead Agency under CMA. This has been a long slaw
process. but I believe we have generally accarplished our objectives.
I've had several discussions with the Southern California Public
Agencies and believe t -hat they are generally prepared to part•i-cipa-te
in TAMC. Those agencies who will be active participants In the
Project are: Azusa. Anaheim. Banning. Colton. Riverside and Ver-thon.
The Los Angeles Department of Water and Paver. Glendale. and Pasadena
have been invited. but I an not particularly encouraged about their

participation. los Angeles will have a non-voting matter -ship ten fhe
Project 4lanagernent Cotmiittee. i believe that we can cone up wi-th an
infonrnl work-ing relationship that will be beneficial to a -ll partfes.
The most important ,recent action has been the successful agreement on
the allocation of the new line capacity. The general allocat-ion is as
follows.:

In add'.tion to the above. MID obtr.iniv1 agrecxaent that their 200 AW of
transmission capacity on the existing Intertie System will be
reinstated and continued for the life c: the lines. 5ALD will have

the right to assign up to 50 NIV of their capacity to others. As a
result of this action. S D rgreed to lower their percentage
participation in WC frau 35 percent to approximately 30.6 percent.

Further, as part of the overall arrangements, TAMC has agreed to lay

off varying amounts of line capacity to both investor-Qvned Utilities

and the Southern Cali fornia Nkinicipal . 'encies. kissed upon these

with Investor-G%ned Utilities, transmission line capacity between
Tesla and Midway has also been provided to TANG. The total amount i=s
300 MI.. which included 150 Aly for the Ni -S -Ii San J+.ran Project. This
amount was basically deveiope�f on the basis that PGandE agreed to

negotiations they agreed to nelude some additional capacity to be
used by all Alecrber-s.
Under the direction of your ManagLimnt Term. chaired by Archer Pugh s.
and consisting of Archer Pugh;. John Vat t i moe . and Don Von ides f e 14 ,
the first phase of this overat<i project seem to be progressing in a '
very satisfactory manner. There will undvubtedl:y be many obstael-es
and a great deal of difficulties still- ahead of us. Ilowever. 1
believe that as it group you have indicat-cd your ability to: succeed
when you work together. As one who has been involved in the public
power business in Northern Cwlifornla for more than 20 years. Iam
certainly encouraged to see the sigt:ificant and historic progress that
has been made. The result will be that the Northern California
publics will obtain a total of 900 AtY of transmission capac-Ity to the
Northwest: 700 MV to TAMC, and 200 MY to SU D, I think this is a

In view of the recent change in the pnrticipatton percentages. each
Aimber needs to consider whether or not a revised Board action is

Agencies. I will provide additional [nfoamntion in the near future.

The plan a: the present time is to include the basic understanding
between the parties in a Aiemorandtrr of Wade r s Land--i:ng, a draft copy of
which is attached, which wit -l- be included in the Secretary's Report to
Congress. We plan to review orad provide input into this report. A .

As you can see. TANG is my taking on additional responsib-i'litles_
This is necessary to retain the kind of control that the pubtic

agencies of Northern Csiifornia have now achieved. Therefore, it is
very important that t>he agency be formally organized as soon as
practicable.

An indep.th e.Vlanation of the subject was presented by City Manager
(° Glaves.
Mayor Pro Tempore Hinelmnn moved that the City of Lodi join the
( Transmission Agency of Northern California. The motion was seconded
by Council timber Olson.
The motion carried by the following vote:
Ayes: Counc- l ?Ambers - Olson, Hinebman. Pinkerton. Reid, and
Snider (Mayor)
Noes: Council timbers - None
Absent: Council timbers - None
Council ?Imber Pinkerton expressed tris concern that the Council review
its participation in various "A projects.
On motion of Alayor- Fro Terpore li•inchman's Olson second, CouncilMember
Fred Reid was designated as the City of Lodi's Ce misatener to the
Transmission Agency of Northern California. The motion carried by
unanimous vote.
The meeting was adjourned at approximately 8:50 a.m.
