Mayor Snider called for the Informal Public Nearing to consider the proposed new system using Waste Wheelers for the collection and disposal of refuse generated by residential customers of the City of Lodi. The subject was introduced by Mr. David Vacca:ezza, General `= Maragrer of Sanitary City Disposal. Inc.. Mr. Vaccarezza presented the following proposal concerning the Waste Wheeler Program. [lender this proposal there would not be any increase in the current backyard service rate. The households that elect to have the Waste Wheeler would pay the one (1) can rate of $4.87 for a 60 gallon or the two (2) can rate of $7.22 for a 90 gallon Waste Wheeler serviced at the curb. California Waste Removal Systems. Inc. would take on the responsibility of charging each household that has a Waste Wheeler an additional $2.50 rental. charge per month. Also speaking on behalf of the proposal was Mr. Gene Larkin of Sanitary City Disposal Company and Mr. John Grow. representing Refuse Removal Systems, the manufacturers of the Miste Wheelers. A very lengthy discussion followed with questions being directed to Staff, to Mr. Vaccarezza, representatives of his ccapany, and to persons who had given testimony. A nurber of motions were made concerning the matter and withdrawn. On motion of Council Meuber Pinkerton, Olson second, Council authorized California Waste Removal System, Inc., to rent Waste Wheeler refuse containers to individualcustomers within the City of Lodi on a voluntary basis. Sanitary City Disposal Company. The test area comprised of those residential customers located from Turner Road north to the Mokelumne River and from the southern Pacific tracks west to Lodi Lake. There are 498 households being serviced in this area. An introductory letter (Enclosure A1) and a waste wheeler brochure (Enclosure #2) were mailed July 30, 1984 to all households in the test area. On August 1. 1984. Sanitary City Disposal Company representatives commenced a door to door canvas to present the program and answer questions. All customers contacted were asked if they wished to participate in the program. At least two efforts were made to contact each household in persona Those that were not contacted in person were contacted by telephone. Four hundred and eighty households were contacted. Of these contacted. 460 (96%) elected to participate in the test program. All pa=rticipating households received a waste wheeler on or about August 15th and have been using them for the past 13 we,As. During the canvasing, all customers were asked to take the waste wheeler to the curb as a part of the test. The majority of the customers elected to perform this part of the survey. On September 27, 1984. a customer evaluation su-rvey (Enclosure M3) was mailed to all households participating in the test. The survey consisted of 7 questions and space for comments. Of the 460 questionaires mailed - 360 responded (78%). As a result of the survey the following conclusions were drawn. Some questioned the potential additional cost for the use of the waste wheeler. Some questioned the liability for damage and theft. Some remarked on the difficulty in cleaning the waste wheeler and suggested or requested a plastic b:g liner. Some expressed concern over the possibility of discontinued backyard service. The size of the container (90 gallon) was considered a positive advantage by most. Some considered the 90 gallon unit as to large for their needs which indicated the need for the smaller 60 gallon unit. The results of the survey indicated the majority of the homeowners liked the service well enough to warrant implementation city wide on a voluntary basis. 1`a )Qr�4),# Dear Valued Customer: N • X 4 L 9•` •. Commencing the week of August 6, 1984, the Sanitary City Disposal Company, your refuse collection service, in cooperation with Refuse Removal Systems. Inc. is experimenting with a newer, more modern, efficient, safer, quieter collection service. In this connection, the Sanitary City Disposal Company, on a pilot program basis, will provide for your use, the "Waste Wheeler" refuse cart for a sixty to ninety day test period. 1. There will be no extra charge by the Sanitary City Disposal Company for the use of the container. The Waste Wheelec folds 90 gallons, is on wheels, is very easy to handle and improves the appearance of your neighborhood. 2. We desire your assistance in this program by using your Waste Wheeler. It is designed to be used for all household and garden waste. Note: Please do not use for storage of paint, oil, solvents, rocks, or hot ashes. The Waste Wheeler can be kept fresh as it is easily cleaned with your garden hose and can be easily wheeled to the curb on collection day. 3. You will note the Waste Wheeler holds 90 gallons. This is equal to three standard cans you may now be using-. 4. Representatives from the Sanitary City Disposal Company will be contacting you during the week of August 1 to provide assistance and to answer any questions about the Waste Wheelers. If additional information is requested, please call 369-3961. Near the end of the sixty to ninety day test period, we will afford you the opportunity to register your comments on a form to be provided to you. This test has been authorized by the City Council. We are confident that you will be pleased and happy about the high level of service being offered and hope that you will enJoy participating in this experimental program. COMPARATIVE ANALYSIS REFUSE COLLECTION SYSTEMS Sanitary City Disposal Company City of Lodi - California PURPOSE The purpose of this analysis is to compare the system now used to collect and dispose of the refuse generated by residential customers to a new proposed system using the waste wheeler provided by Refuse Removal Systems, Inc. BACKGROUND The existing collection system consists of one truck (rear loader) and twomencollecting 30 gallon containers from the customer's backyard and returning the containers to the backyard. One additional man and a cushman mini -dump was used to supplement the truck on the route. The new proposed system consists of one truck (rear loader) equipped with a hydraulic tipper using the 90 gallon waste wheeler. During the canvas of the service area, tte customers were asked j to place the waste wheeler at curbside. They were informed that I this was a voluntary option.
