At its regular meeting of August 20, 1986, the City

authorized the advertisement for bids for the restoration

of the Fine Arts Building at Hutchins Street Square. Mr.
Dennis Bennett, president of the Old Lodi Union High School
Site Foundation, had earlier requested City Council

appropriation of $450,000 in the form of a loan to the
Foundation to undertake this project. In its adoption of
the 1986-87 Operating Budget, the City Council approved the
appropriation of $500,000 to the Capital Outlay Reserve
Fund for this purpose. The balance of the funding needed
to undertake and complete this project will be supplied by
the Old Lodi Union High School Site Foundation.

Bids were received and opened September 24, 1986. The bid

summary is heretofore set forth. The total bid represents
the base bid of $744,500, plus the inclusion of Alternate
1. �{
No. 4, which provides for the removal of the existing roof
and the re -roofing of the entire building at a cost of
$14,600. Since that time there has been considerable
discussion with the low bidder concerning a number of
aspects of the project. It is possible there may be some
change orders that could reduce the total amount.

matter and responded to questions as were posed by members
of the Council:

Following discussion, on motion of Council Member Snider,
Olson second, Council appropriated $759,100.00 from the
Capital Outlay Reserve for the restoration of the Fine Arts

Building, Hutchins Street Square, and adopted Resolution

No. 86-164 awarding the bid, including Alternate No. 4 to
the low bidder, Roek Construction Company, in the amount of

Further, following additional discussion, -on motion of
Council Member Hinchnan, Olson second, Council confirmed
that, pursuant to the heretofore listed action, the Old
Lodi Union High School Site Foundation is .to reimburse the
City at the earliest possible date $759,100.00.

restoration of the Fine Arts Building at Hutchins
Street Square, including Alternate No. 4, to the
low bidder, Roek Construction Co., in the amount of $759,100.
BACKGROUND INFC?RMATION: At its regular meeting of August 20, 1986, the City
Council authorized the advertisement for bids for the
restoration of the Fine Arts Building at Hutchins
Street Square. Mr. Dennis Bennett, president of the Old Lodi Union High School
Site Foundation, had earlier requested City Council appropriation of $450,000
in the form of a loan to the Foundation to undertake this project. In its
adoption of the 1986-87 Operating Budget, the City Council approved the
appropriation of $500,000 to the Capital Outlay Reserve Fund for this purpose.
The balance of tient- funding needed to undertake and ccuplete this project will
be supplied by the Old Lodi Union High School Site Foundation.
Bids were received and opened September 24, 1986. A bid summary is attached
(Exhibit A) . The total bid represents the base bid of $744,500, plus the
inclusion of Alternate No. 4, which provides for the removal of the existing
roof and the reroofing of the entire building.at a cost of $14,600. Since that
time there has been considerable discussion with the low bidder concerning a
number of aspects of the project. It is possible there may be sane charnle
orders that could reduce the total amount. The precise figure is not available
at this writing since at least one more meeting of the key persons involved
will be held prior to Wednesday night's City Council meeting. Mr. Bennett will
be in attendance at Wednesday night's meeting to present the Foundation's
recmmndation to the City Council and to answer any questions councilmm**rs
may have..

RESOLUTION NO. 86-164
AWARD - CONTRACT FOR FINE ARTS BUILDING,
HUTCHINS STREET SQUARE
WHEREAS, in answer to notice duly published in
accordance with law and the order of this City Council,
sealed bids were received and publicly opened by the City
Clerk of this City on September 24, 1986 at 11:00 a.m. for
the contract for the Fine Arts Building, Hutchins Street
Square, described in the specifications therefor approved
by the City Council on August 20, 1986= and
WHEREAS, said bids have been compared, checked,
and tabulated and a report thereof filed with the City
Manager as shown on Exhibit "A" attached hereto and thereby
made a part hereof.
WHEREAS, the City Manager recommends that award
for the contract for the Fine Arts Building, Hutchins
Street Square be made to the low bidder, Roek Construction
Company (Alternate 4) in the amount of $759,100.00.
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Lodi that award of contract for the
Fine Arts Building, Hutchins Street Square, be and the same
is hereby made to the low bidder, Roek Construction
Company, (Alternate No. 4), in the amount of $759,100.00.
