NOTICE OF PACIFIC TELUNQRS 'S_APPLICATION TO INCREASE
Pacific Telephone has filed an application with the California
Public Utilities Commission (CPUC) seeking rate changes to
provide new customer options for the repair and installation of
telephone inside wire on customer premises.- Presently, repairs
are provided at no additional charge by Pacific; the cost of
those repairs is recovered from all ratepayers through other
rates such as those for long distance service. Pacific
Telephone now proposes to allow customers the options of doing
their own installation and repairs of such wiring, hiring
outside contractors to do the installation and repairs, or
hiring Pacific.
If a customer plans to use Pacific Telephone's repair service,
a customer could choose to pay a proposed new recurring monthly
charge and receive the repairs without additional charge, or
the customer could choose to pay a nonrecurring charge at the
time any repairs are made.
In addition, Pacific Telephone proposes to change the way it
charges for installation and moves and changes of inside wire

in connection with complex business and residence telephone
equipment (e.g., key, PBX and Centrex equipment) by applying a
separate time and materials charge for these activities.
Customers with either simple or complex business or residence
telephone services will also have the option of arranging for
their own inside wire installations and moves and changes.
Pacific Telephone's earnings will not be affected if this
application is approved by the CPUC. The income from this
proposal would be offset by a reduction in the billing
surcharge which appears on all customers' bills under the
heading, "Surcharge -- PUC Decision No. 82-05-0130. The
present 7.92% surcharge would be lowered to 4.84% -- a 38%
reduction.
If the request is approved by the CPUC as proposed, here are
the options that various classes of customers would have:
OPTIONS FOR INSTALLATION
OR REPAIR OF INSIDE WIRING
o Simple Residence 4nd Business Service Options (customers
with one or two line, non -key telephone service):
A) Monthly Maintenance Option: Customers could pay a new
rate of $ .:35 per telephone line per month. There

would be no additional charge for repair visits.
B) Trouble Occasion Option: Customers could pay a new
flat fee of $60 for each repair visit. There would be
no additional monthly fees.
C) Outside Contractor Option: Customers could arrange
for installation, repair or rearrangement of inside
wire themselves either by purchasing the necessary
materials or hiring an outside contractor.
o Complex Residence and Business Service Options (customers
with two or more lines, terminating on key telephones, PBX
switchboards, or Centrex service):
A) Monthly Maintenance Option: Customers could pay a 'new
rate of S .30 per Pacific Telephone owned station per
month. There would be no additional charge for repair
visits in connection with the repair of inside wire
connected to those stations.
B) Time and Materials Option: Customers could pay a new
charge for installation, repair or rearrangement of
inside wire based on the time and materials used.
During normal business hours, labor charges would be
set at $38 for the first fifteen minutds and $12 for
each additional fifteen minutes or fraction thereof.
Labor charges wou'.d be slightly higher if the customer
requests the activity be performer] outside normal
business hours. Fees for materials would vary for
each individual case.
C) Outside Contractor Option: Customers could arrange
for installation, repair or rearrangement of inside
wire themselves or hire an outside contractor.
The final rate determination, however, will be made by the CPUC
after a hearing is held. The CPUC may grant rate increases and
reductions and establish new rates different from those
requested, and the rate changes authorized may be in different
classes of service and/or higher for those classes listed.
The CPUC will hold a public witness hearing regarding this
application at 10:00 a.m., on Monday, November 15, 1982 at the
CPUC, 350 McAllister Street, San Francisco. The hearing gives
customers an opportunity to express their views to the
Commission. You may submit written comments and/or make a
brief oral statement at the hearing. The CPUC welcomes your
comments. If you cannot attend this hearing, you may submit
written comments to the CPUC at one of the addresses listed
below.
