CITY OF LODI PUBLIC WORKS DEPARTMENT TO: City Council FROM: City Manager DATE: October 25, 1984 COUNCIL COP:iiMiUNICATION SUBJECT: Resolution Approving Application for Local Assistance Grants RECOMMENDED ACTION: That the City Council adopt a resolution approving application or Local Assistance Grants under the California Park & Recreational Facilities Act of 1984 ('84 Bond Act). BACKGROUND INFORMATION: Described below are three projects staff feels have merit and meet the requirements for Grant Funds. '84 BOND Regional Competitive Program PROJECT: 100% Funding Amount of Grant Request $60,x00.00 Estimate of Total Project $60,000.00 Lawrence School Softball/Soccer Field Liihtino The Recreation Department in cooperation with Lodi Unified School District has for years used the Lawrence School ball field for City sponsored softball and soccer games. Demand for playing fields in the evening hours has exhausted existing lighted facility space. Funds are being requested to provide ball field lighting for the three diamonds located at the school site. The school district has indicated that they would be willing to lease the ball field to the City at no cost for a period of 50 years. Lakes, Reservoirs and Waterways Program 100% Funding Amount of Grant Request $97,000.00 Estimate of Total Project $97,000.00 PROJECT: Lodi Lake Restrooms Renovation E Handicap Modifications This project consists of rehabilitating the restroom on the south side of the park and replacing the restroom on the north side. Both facilities will be constructed to meet Staty Handicap requirements. APPROVED: HENRY A. GLAVES. C ty Manager FILE NO. r Council Communication October 25, 1984 Page 2 Regional Competitive Program 100% Funding Amount of Grant Request $180,000.00 Estimate of Total Project $180.000.00 PROJECT: Blakely Park Swimminq Pool Addition The project consists of constructing a 48'x75' pool and filter system north of and parallel to the existing 30'x55' pool. An increased demand for space for swimming lessons, recreational swimming and practice space for summer swim leagues indicates a need for additional facilities. The existing dress- ing and restrooms can be used for the additional pool. ADDITIONAL INFORMATION: A more detailed project proposal and justification is attached. The proposal description for "Additions of Restrooms at Lodi Lake Park" indicates additio►,al facilities requested at the Hughes Beach Area. This portion o/Plthe.project has been deleted in order to match Grant requirements. ac L. Stockton St. Lodi G R A N T P R O P O S A L S Presented by Ed DeBenedetti Director I. PROPOSED RENOVATION OF AND ADDITION TO BLAKELY PARK SWIMMING POOL The grant proposal would indicate that a pool would be added to the Blakely Park Pool that is nolo there. Said pool would be 3� to 8 ft. in depth and would be 75 x 48 feet wide, containing its own filter system. It would be constructed so that present restrooms and dressing rooms could be used with minor renovations with this new facility a_ldition. Blakely Pool is a well -used facility located in the southeast area of Lodi, which, in my opinion, services probably one of the few depressed areas in our community and is used for a large part by the Spanish-speaking population of our community. The pool is used from 9 a.m. to 9 p.m, and evolves around swimming instruction, recreational swimming, and in some instances, practices .or our summer swim league teams. During the past year some 1050 young- sters were given swimming lessons, broken down on the basis of 210 every two weeks. Some 10,000 swimmers took advantage of the recreational swimming program. At the present time the facility is a pool x feet wide and 3 to 5 feet in depth and is really only adaptable to swimming ins::ruction. There is an indication, however, that there is a need to enlarge this area, not only for swimming instruction but for recreational swimming due to the fact that at times during the year the pool becomes very crowded and has to be closed down due to inability to handle the capacity. It is estimated that to build a pool approximately the same size next to the other would cost $150,000. This figure was provided me by Geremia Pools of Sacramento. t. GRANT PROPOSALS - Lodi Recreation & Parks Dept. 10/18/84 Blakely Swimming Pool (cont'd) Over theyearsthis facility has continued to maintain its use even though pools were opened at Lodi High and Tokay High, and, of Course, Lodi Lake Park. We would anticipate that with the addition of these new facilities teen -aged participants would be enticed to take part, as well as the children already using the pool. This would eliminate a great deal of travel to other parts of Lodi for swimming. II. LIGHTING THREE BALL DIAMONDS AND THREE SOCCER FIELDS AT LAWRENCE SCHOOL At the present time some 1500 youngsters, both boys and girls, are participating in our soccer program. This becomes quite a burden on our facilities, particularly when the rainy season starts, since a good portion of our soccer facilities (which, incidentally, take up a great deal of room) are located at Kofu Park, Salas Park, and Beckman Park. When the rain begins, these parks become flooded and stay wet for a period of time, making them practically useless. It is important from a soccer standpoint that we have some upland areas that we can use, and at the present we are using everything that is available to us, including the school areas. With regard to the lighted softball diamonds, our program continues to grow. At the present time there are some 5,000 people playing softball in Lodi. The five lighted diamonds that we now have are taxed to capacity. Because of the number of teams desiring to play in Lodi, it is necessary for us tc schedule games Monday through Saturday. In the past we tried an 8 -day schedule or Monday through Monday, eliminating weekends, in order to give people a chance to be with their families in free time on weekends. However, this sched.ale Oid not work out as well. Consequently, in order to properly accom- modate the teams that would like to play on a regular schedule, we would have to eliminate 80 teams or some 1200 people from the program. We hate to do this unless it is absolutely necessary. Both soccer and softball are sports that are continuing to grow and we see a further taxing of the facilities. By illuminating the GRANT PROPOSALS -Lodi Recreation & Parks Dept. 10/18/84 Lighting Fields at Lawrence School (cont'd) Lawrence School area, we feel that we can solve our problem for some time to come. The school is willing to give us a 50 -year agreement at no cost to the City of Lodi if we will make the installation. We could use this area for the following: During the softball season the facility would be used six days a week, particularly in the evenings, as well as during the day for practices. When soft- ball is completed, usually the last week in August, this facility would be turned over to the soccer program, who would use it Monda,. through Saturday, as well as occasionally on Sunday. In essence this facility would be used 220 days out of the year for these two activities alone so that it would be well -used. The facility would not accommodate a great many participants, but it woula accommodate a great many spectators who would enjoy watching the competition. It is estimated that to light this area, which already has grass and sprinklers and is being used to some degree during the day and early evening hours at the present time, some $40,000.00 would make it a multi-purpose facility, usable for many more hours. This is an economy move on the part of the city that would service a great many people. It might be mentioned that for the amount of money indicated, to really complete the job there would be labor by the City crews as well as volunteers to install the equipment for the lights. This volunteer labor would be considered at approximately $10,000.00, making this a good community project. The major reason for this request is not only to eliminate a congested situation at the present time but to give us the ability to expand and service more people in the future. - 3 - GRANT PROPOSALS - Lodi Recreation & Parks Dept. 10/18/84 II. ADDITIONS OF RESTROOMS AT LODI LAKE PARK This facility caters to a quarter million people during the summer season, which is considered from April 15 to September 5. It also continues to cater to a great many people in the off season. The facility was created in 1939 and the restrooms that are there now have been there since that time. Those on the south side of the park are fairly decent and adequate when there is not a large number of people in the park. Although some maintenance work has been done from time to time and the City has tried to k ep them in a respectable condition, we have reached a point where there is a need to renovate the restrooms in their entirety and to enlarge them. The facility that is located on the north side of the lake, con- sisting of one commode and two urinals for the men and two commodes for the women, is totally inadequate and has been for many years. Although efforts have been made to keep the building in a presentable condition, it is dingy, poorly lighted, and so small that there is no way it can handle the numt-r of user_ in the park. We 11 -ave not had many complaints, but I know people are bending over backwards to be understanding. We would like to request financial assistance for the following restroom renovations and additions: 1. Construct a totally new restroom on the north side, with at least six stations for men and six stations for women. Hope- fully, we could build something larger. The estimated cost for this facility would be approximately $70,000.00. 2. Renovate the facility on the south side by putting in ;111 new fixtures, and if possible, enlarging the building. We would also like to illuminate the side of the building, and in general, overhaul the entire facility. The estimated cost with no additions to the b­.ilding would be $25,000.00. If we enlarged the building, the estimate would be $50,000.00. GRANT PROPOSALS - Lodi Recreation & Parks Dept.; 10/ 18/8,' IV. ADDITION OF A SMALL UNIT FOR RESTROOMS AT HUGHES BEACH AREA This is a very heavily used group picnic facility and is probably one of the more esthetic features of the whole park. Fie would like to see a unit consisting of at least three commodes for the men and three commodes for the women for this area. The estimated cost would be $25,000.00. As we stated earlier, about a quarter of a million people use this park facility in the summer, with approximately 35,000 using the beach area, which has its own restroom facilities. Tho balance of the people using the park are there to relax, take advantage of the cool bieezes, do some boating and canoeing, but generally just picnicking. We anticipate this facility to grow and that more users will take advantage of it. A good many of the users live within the city limits of Lodi, but an equal number of them are county and/or state residents. Many of the people who use the park do not live in the City of Lodi. It is a regional facility that at one timo was one of the better used parks in the Central Valley. It will be again sometime, provided that we are able to give the people the necessary accommodations.
