SUS: Annual Lane Line Painting and Removal of Miscellaneous Pavement Markings
RECOMMENDED ACTION: That the City Council approve the specifications for Lane
Line Painting and the Removal of Mi-scellaneous Pavement Markings and authorize
the purchasing agent to advertise for bids to be received Wednesday, November
IO', 1982'.
BACKGROUND INFORMATION: Painting of lane lines is done by contract annually.
Lane lines of major streets are painted annually and lane U nes on the other
streets are painted every other year. This year we added k.3-ml>les of new lane
lines on recently developed arterial streets, Turner Road and Cluff Avenue.

THE REMOVAL OF MISCELLANEOUS PAVEMENT MARKINGS
The City of Lodi invites sealed proposals for the painting of 63.4 miles of
lane lines and the removal of miscellaneous pavement markings.
.Se&Ied proposals shall be delivered, marked '=Bi.ds for Lane Line Painting of
City Streets and the Removal of Miscellaneous Pavement Markings", to the
Purchasing Agent at the City Hall, P.O. Box 320 (221 W. Pine Street), Lodi,
CA -9524.1-0320, on or before:
11:00 A.M., WEDNESDAY NOVEMBER 10`, 1982
and will be opened on the above day and hour in -the City hall Council Chambers,
City Hall, Lodi, California.
The City of Lodi reserves the right to reject any or all bids, or to accept
other than the lowest bid.
Reference is hereby :Wade to said specifications for further details, which
specifications and this notice shall be considered part of any contract made
pursuant thereto.

NOTICE INVITING BIDS
FOR LANE LINE PAINTING Of CITY STREETS AND -
THE REMOVAL OF MISCELLANEOUS PAVEMENT MARKINGS
Sealed proposals marked "Bid on Lane Line Painting of City Streets and the
Removal of Miscellaneous Pavement Markings" will be received by the Purchasing.
Agent in his office, Lodi City Hail, P.O. Box 320 (221 W. Pine Street), Lodi,
CA 95241-0320, until 11:00 A.M., Wednesday, November 10, 1982, at which time
they will be publicly opened and read.
B IQ REQ41-REMENTS
1. General Description of the Work
The work to be done consists in general of painting 63.4 miles of existing
lane lines andtheremoval of miscellaneous pavement markings.
2. Specifications
2.1 Paint used -to paint lane lines shall compiy with State specifications,
or approved equal.
2.2 Ail materials shall be guaranteed for a period of one year against
mater-ia.1 -defects and workmansh-ip.
3. Material
3.1 Paint shall- be applied at a rate to provide a film thickness of .OIV1
wet, .008" dry; and
3.2 Beads shalt be applied at a rate of approximately five -six pounds per
gallon of paint.
4. Equipment
The stripping machine shall be equipped to spray two (2) colors of paint
simultaneously.
5. Special Provisions
5.1 The City of Lodi reserves the right to increase or decrease any of the
quantities within reasonable limits (plus or minus 1.5%).
5.2 A11 bids shall be submitted on bid proposal form attached..
5.3 Successful bidder shall supply all labor and traffic control devices
required to avoid tracking of wet paint.
5.4 It shall be the contractors responsibility to sand blast excessive
tracking and improper width, leaving line edges clean and sharp in
appearance.
5.5 The City Engineer will determine which streets are to be painted
during hours other than normal daylight hours.
5.6 Upon completion of the project, the City shall be furnished with
the following information:
a. The number of gal -tons of black, white and yellow paint used;
b. Pounds of beads used; and
c. The number of manhours expended on the job.
5.7 The contract price of pa -inti -ng. i -an -e- i'i.nes shall include full
compensation for furnishing all labor, material, tools and
equipment to apply paint and no add-tional compensation will be
allowed therefore. This includes sand blasting if necessary and
protecting the paint from traffic and tracking until the paint.

5.8 Contractor shall complete work within thirty (30) days after award
of bid.

SUd�ECT SPECTFICATIONS --FOR THE PURCHASE OF STANDBY GENERATOR SET (UD -E82-7)
Specifications for the purchase of a 15 -kw standby generator set are
presented for Council's approval and permission to advertise for bids
in requested. The bid opening date has been set for Tuesday,
November 23, 1982.
The generator set will be utilized to replace an existing unreliable
and failing--unit-at the Department's Operations Center.
Funding for a replacement purchase was included in the 1982-83
Utility Outlay Budget. The estimated cost is $10,000.

Tl SPECIFICATIONS FOR THE PURCHASE OF NINE THREE PADMOUNTED TRANSFORMERS (UD=E82=4)
Specifications for the purchase of nine (one 75 KVA, two 112 INA, five 150 RVA:
and one 300 KVA) padmounted, three-phase transformers are presented for
Council's approval and permi-safon to advertise for bids is requested. The bid
opening date has bean set for Tuesday, November 23, 1982.
The transformers will be used to serve Stonetree Condominiums, Pheasant Run
Condominiums, -tell 120, C_luff Avenue Lift Station and replenish the department'=s
stock (two units). -
The estimated cost of this purchase is $42,500, with delivery expected in
approximately four months.

RECCNGWED ACTION: That the City Council approve the attached
specifications for the purchase of a 3,000 -Ib. capacity Industrial
Lift Truck to be utilized Within the warehouse, and authorize the
Purchasing Agent to advertise for bids to be received on Tuesday,
November 23, 1982.
BACKGROUND INFORMATION: The Department's Lift Truck is a rebuilt
1962 Minneapolis -Moline, which is gasoline operated and, hence, cannot
be used within a building. Note that, though the existing unit may
be converted to L.P. gas, it requires 22 -feet aisle apace between
storage racks, to operate.
Funding for this replacement purchase iia included in the 1982-83
Utility Outlay Budget. The estimated coat is $13,500.

The meters will be used to meter electric energy usage at residential living

Specifications for the purchase of four 167-KVA single-phase submersible
transformers are presented for Council's approval and permission tc advertise
for bids is requested. The bid opening date has been set for-Thursday,
November 11, 1982.
The transformers will be utilized to replace a failing underground transformer
-bank installation in the downtown area serving the J. C. PMmey--store,
Woolworth-'s and other businesses within that block.
The estimated cost of this purchase is $11,000 with delivery-expected-in-
approximately 12 weeks.

Specifications for the purchase of 16,000 feet of 15-kv XLP aluminumcable
are:presented for Council's approval and permission to advertise for bids is
requested. The bid -opening date has been set for Tuesday, November 23, 1982-.
The cable will be used to serve Stonetree and Park View Condominiums, Beckman
Ranch and Lakeshore Subdivisions and to replenish the department's cable
stock.
The estimated cost of this purchase is $18,000 with delivery expected in
-approximately three --months.
