NO. 87-142 Council was apprised that in accordance with AB 2948, Sar. Joaquin County has notified the State Department of Health CC -24(a) Services of its intent to prepare a Hazardous Waste Management Plan. The Plan, which must be approved by a majority of the Cities representing a majority of the population within the County, must include: a. Analysis of the hazardous waste stream. b. Description of existing hazardous waste facilities. c. Analysis of potential for recycling hazardous waste and reducing the volume and hazard at source of generation. d. Management of smtll volumes of hazardous waste. e. Determination of need for additional hazardous waste facilities. f. Identification, of proposed sites for new or expanded hazardous waste facilities. In lieu of this, the plan may include site selection criteria. If the latter option is taken, the plan must also designate "general areas" where the criteria may apply. g. Statement of goals, objectives and policies for siting of hazardous waste facilities and management of hazardous waste. h. Implementation Schedule. i. Description of any additional programs. It is estimated that the total direct cost to prepare the plan is $161,000.00 which has been calculated as follows: + CHWMP Coordinator's Salary $ 60,000.00 + Clerical Support $ 18,000.00 c "\,T I N -L" ED FES. (if required) S 25,000.00 + Printing and hailing S 11,000.00 Total $161,000.00 The State will be funding 5100,000.00 which leaves a balance of 561,000.00. To pay for the balance the County has recomritended that the $61,000.00 be distributed between the Countv and the six Cities based on the most recent population percentages, as was the case with the County Solid Waste Management Plan, Based on this formula, and using 1986 population data, the estimated cost to the County and each City is as follows: 1. Reimche City Clerk AMR:J3 Enc. cc: Larry Hughes Fire Chief City of Lodi RES'-ILi TION NO. 87-_ htSQLG! t("N hPr!?it i tCz THE ITY OF L i iii i I �l iPATiu+� IPd THE DEVEL OPMEINT OF A COUNTY HA7ARDOUS I AS T E i•!ANAGE�`ENT PLAN PURSUANT TO AB 2948 WHEREAS, State and Federal statutes mandate an immediate and dramatic improvement in the way nonradioactive hazardcus waste is managed in the nation and California; znd WHEREAS, AB 2948 was adopted to insure that safe, effective and economical facili`ies for the management of haardous wastes are available when they are needed, and that these facilities are of a type, and operated in a manner, which protects public health and environment; and WHEREAS, the County of San Joaquin Board of Supervisors on March 24, 1987, notified the Mate Department of Health Services of the County's intent to prepare a County Hazardous haste Management Plan pursuant to AB 2948 legislation; and WHEREAS, it is in the best interest of the City of Lodi to assist the County of San Joaquin in the development of a County Hazardous Waste Management Plan pursuant to AB 2948; and WHEREAS, AB 2948 has provided partial funding for preparation of the County Hazardous Waste Plan and additional local funding is required; NOW, THEREFORE, BE IT RESOLVED, that this Council hereby approves and authorizes the City of Lodi participation in the preparation of a County Hazardous Waste Management Plan in conformance with AB 2948; BE IT FURTHER RESOLVED, that the City of Lodi does hereby agree to share the cost of paying for the preparation of the County Hazardous Waste Management Plan, said share of the City of Lodi pertaining thereto to be determined on a percentage of population basis for each of the cities situated in San Joaquin County and the County of San Joaquin, said population estimates to be those in effect as of January I, 1987; and BE IT FURTHER RESOLVED, that this Council hereby directs City of Lodi staff to assist County of San Joaquin staff in the preparation of the plan. 87-142 Dated: October 21, 1987 I hereby certify that Resolution No. 87-142 was passed and adopted by the City Council of the City of Lodi in regular meeting held October 21, 1987 by the fol swing vote: Ayes: Council Members - Hinchman, Pinkerton, Reid, Snider and Olson (,Mayor) Noes: Council Members - None Absent: Council Members - None Attest: i A.,.
