NO. 87-138 Council adopted Resolution No. 87-138 awarding the contract for White Slough Mater Pollution Control Facility CC -12(a) Aeration System Diffuser Retrofit to Kaweah Costruction in the amount of $76,500.00. This project includes the removal of old, and the installation of new, aeration diffusers at the White Slough Treatment Facility. The diffusers have been purchased by the Citv of Lodi and will be furnished to the contractor for installation. A breakdown of the total aeration project costs is as follows: Diffusers purchased by City $ 82,300 Installation by formal contract 76,500 Engineering, inspection & contingencies 16,200 TOTAL $175,000 Plans and specifications for this project were approved on September 16, 1987. Although the low bid is above the estimate, our consultants, Black and Veatch, have indicated the price is reasonable. BACKGROUND INFORMATION: This project includes the removal of old and the installation of new aeration diffusers at the White Slough Treatment Facility. EXPANSION WHITE Council was apprised that the City's consulting firm of SLOLGi HATER Black and Veatch has recently cele -ed a Facility, POLUITION CONTROL Operations, and Financial Analysis for the needed expansion PLANT on the City's White Slough Water P31lution Control Facility. Based on the build -out of residential, 00- CL -industrial and conrercial within the existing city limits, an expansion of the treatment facility will be necessary. °" This study shows that this expansion is needed to be on line by approximately 1990. David Requa and Jay Buehler of the City's consulting firm of Black and Veatch addressed the Council explaining the expansion needs, possible construction, cost projections, phasing and alternate methods of financing. Mr. Requa recamended the $8 million expansion project be divided into two phases and financed with 20 -year revenue bonds. Phase I at a cost of $6 million would update the equigmnt and enlarge the capacity of the plant from 5.8 million gallons per day to 6.8 mgd. Based on an average growth rate of 2 2/1%, Mr. Requa projected that phase would be adequate until 1998. Por an additional $2 million, Phase II would increase capacity to 8.4 mgd which would be sufficient until the year 2006. Under the existing ordinance established in 1977 from State guidelines, according to Mr. Requa, the City could have raised sewer rates and connection fees substantially, but instead it used reserve funds to keep the cost to consumers down. Discussion followed regarding financing methods including sewer connection fees on new development and increasing monthly sewer service charges to the users. Mayor Reid requested that additional economic analysis be done and requested that a public hearing be scheduled on the matter once Black and Beach have presented their final report. Also, staff was requested to prepare a formal reconnAndation following receipt of the final report. REPLAN OF Council was apprised that another Dial-A-P.ide vehicle had a DIAL -A -RIDE major engine failure. It is estimated that the cost of VEHICLE replacing the engine will be approximately $3,000. Staff i = .j/ indicated that it is not economically feasible to do this with the poor record of failures of diesel engines.
