NO. 86-155 OC -12(d) City Manager Peterson presented the following bids which had been received for one turf mower: Golden Bear Equipment $10,488.70 Duke Equipment and Irrigation $13,450.34 H.V. Carter Ccuipany $14,527.30 OUN CIL C01I1IUNICATIAN TO THE CiTY COUNCIL DATE NO. FROM THE CITY MANAGER'S OFFICE October 10, 1986 SUBJECT: AWARD BID FOR ONE (1) TURF MOWER RECOMMENDED ACTION: That the City Council award the bid for one (1) turf mower to 15uke Equipment Company of Sacramento in the amount of $13,450.34. BACKGROUND INFORMATION: At the council meeting of September 17, 1986, council approved specifications for one (1) turf mower and authorized the advertising for bids therein. Said mower will be a replacement unit for one that is out of service and not repairable. The city received the following three (3) bids for said specified mower: Bidder Location Bid Golden Bear Equipment North Highlands $10,488-70 Duke Equipment S Irrigation Sacramento $13,450-34 H.V. Carter Company Oakland $14,527-30 it is the staffs recommendation that the second lowest bidder, Duke Equipment and Irrigation Company, be given the bid and purchase of one (1) turf mower on the basis that Golden Bear Equipment Company, the lowest bidder, did not meet our specificiat ions, i.e.. * Substituted a diesel engine instead of specified gas engine. * Drive system does not provide for a water cooler. * Operators console does not provide for an oil pressure buzzer * No mention is made of the size of the P.T.O. Shaft as indicated in our bid specifications. Mr. Kenneth Brisco of the Golden Bear Equipment Company was contacted regarding his bid on October 10, 1986, at 8:10 a.m. at which time it was explained to him that although he was low bidder his unit did not meet the specifications as listed above. His COMMuml was "i understand." He also said that the last time we had talked about aweek ago that he did not have a unit that met the specifications and submitted the diesel bid just on a chance. RESOLUTION NO. 86-155 AWARD - ONE TURF MOWER WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened by the City Clerk of this City on September 29, 1986 at 11:00 a.m. for the contract for one Turf Mower, described in the specifications therefor approved by the City Council September 17, 1986; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Amount Golden Bear Equipment $10,488.70 H. V. Carter Co. $14,527.30 Duke Equipment & Irrigation $13,450.34 WHEREAS, Golden Bear Equipment Company's bid did not meet specifications, therefore the bid was awarded to the second low bidder, Duke Equipment and Irrigation. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi that award of contract for one Turf Mower be and the same is hereby made to Duke Equipment and Irrigation, in the amount of $13,450.34.
