Mrs. Johns stated that they would like trees to be planted
at this time and requested that tiny tot playground
equipment be placed on the finger of land at the east of
Basin park "E".
Fbllowing discussion with questions being directed to Mr.
Bigler, Mrs. Johns and to staff, Council, on nation of
Council Member Pinkerton, Hinchman second, approved the
Master Plan for the ultimate development of "E" Basin and
authorized the expenditure of $3,000.00 for tree planting
in the area of the subject basin presently within the City
limits.

City Manager Peterson reminded the Council that at its ,

regular meeting of April 16, 1986, the City Council nook

action to retain the services of Richard A. Bigler,
CC -27(c)
landscape architect, to prepare master plans for the
development of basin parks "C" snd "E", as well as Lodi ,F
Lake. Park. Basin park "C" is located just east of the
development of "C" Basin.
Highway 99 freeway at the intersection of Beckman Road and
East Vine Street. Basin park "E" is located west of Lower =,5:
Sacramento Road, immediately south of Park Oak Drive. The
master plan for Lodi Lake Park is still being developed and
will be presented to the City Council at a later date.
Mr. Bigler reviewed each master plan in detail for the
benefit of the Council and responded to questions as were
posed regarding the matters.

SUBJECT: BASIN PARK "C" AND "E" MASTER PIANS
PREPARED BY: City Manager
RECOMMENDED ACTION: That the City Council review the master plans for
ultimate development of basin parks "C" and "E" and
take action as deemed appropriate.
BALKGdiOUNID INFORMATICN: At its regular meeting of April 16, 1986, the City
Council took action to retain the services of
Richard A. Bigler, landscape architect, to prepare
master plans for the development of basin parks "C" and "E", as well as Lodi
Lake Park. Basin park "C" is located just east of the Highway 99 freeway at
the intersection of Beckman Road and E. Vine Street. Basin park "E" is located
west of Lower Sacramento Road, immediately south of Park Oak Drive. The master.
plan for Lodi Lake Park is still being developed and will be presented to the
City Council at a later date.
The master plans for the two basin parks are now ready for City Council review
and action. There has been considerable review of these plans to date at
staff, public and Parks and Recreation Commission level. Two neighborhood
review meetings were held in August, with a goodly number of citizens in
attendance at each. The "C" basin citizen presentation was held at the Parks
and Recreation Department office. The "E" basin citizen presentation was held
at St. Peter's School located in that neighborhood. The landscape architect
and City staff were in attendance at each. InfoanationaI notices of each
meeting were distributed throughout both neighborhoods and the local media was
advised. The plans, along with comments generated at the two citizen meetings
were then presented to the Parks and Recreation Commission at its meeting of
September 2, 1986. once again, informational notices of the date, time and
place of the commission meeting were distributed throughout both neighborhoods
and to the media.
The recommendation of the Parks and Recreation Commission is that the City
Council adopt both plans and direct the landscape architect to proceed with the
refinement of same.
Attached (Exhibit A) is a copy of a men- from the Parks and Recreation Director
to the City Manager discussing the planting of trees in basin park "E" in
conformance with the master plan. The tree planting was at the request of one
Of the citizens who attended the "E" basin public meeting.
The landscape architect, a Parks and Recreation Commission representative,- and
appropriate staff will be in attendance at Wednesday night's meeting to present
this matter and answer any questions Councilmembers may have.

SUBJECT: Basin "E" Park West Area - Advance Tree Planing .Concept
At our most recent Parks and Recreation Commission meeting i presented
to the commission a figure of $3,000.00 to fund a potential request
that will be put before you and the council to plant trees as soon as
possible at Park West Park.
Paula Fernandez from the Public Works Department, as well as our
commission, received a request from a homeowner In the area to
plant trees now and to establish growth, shade, etc., and not wait
for five years when the park might be developed. i discussed
this with the commission and they were unanimously in favor of
moving ahead and financing the project. The figure of $3,000.00 Is
an estimate i received from Rich Prima. He felt it would cover the
cost for trees for the 6 acres site and follows the pian that will be
presented by Rich Bigler on Wednesday, October 15, at the council
meeting.

In today's News -Sentinel there was an article regarding the
ducks at Lodi Lake.
I am writing to you to request that you prohibit fishing in
Lodi Lake. Since the lake is drained each year the fishing
is negligible. The ducks are experiencing health problems
and dying because of fishing line, hooks, etc.
As a lifetime resident of Lodi, I want to see Lodi Lake `
continue as I remember it. Keep the ducks.
I have contacted the State Department of Fish & Game and
Supervisor Barber. Please work together to see that the
ducks enjoy a wonderful life.
Please let me know what I can do to see that fishing is
prohibited at Lodi Lake and the ducks are happy and healthy.
