RESOLUTION NO. 81-137
RESOLUTION ENDORSING NOVEMBER 3, 19el BALLOT
MEASURE WHICH IF PASSED WOULD PROVID13 FOR AN
ANNUAL SPECIAL TAX FOR ADDITIONAL FUNDING FOR
THE SAN JOAQUIN COUNTY MOSQUITO ABATEMENT
DISTRICT
RESOLVED that.the City Council of the City of Lodi
does hereby endorse the November 3, 1981 ballot measure, which
if passed would provide for an annual special tax for additional
funding for the San Joaquin County Mosquito Abatement District;
and which is hereinafter set forth in full:
WHEREAS, a decrease in property tax revenues has required
a reduction in expenditures by this District for personnel and
materials; and
WHEREAS, such reductions have limited the ability of
this District to control and abate disease carrying and pest
mosquitoes in San Joaquin County, thus threatening the health
and safety of the San Joaquin County residents; and
WHEREAS, this Board of Trustees believes that the special
tax rate set forth below is necessary to provide additional
revenue for mosquito abatement; and
WHEREAS, for the aforementioned reasons, this action is
exempt from the provisions of the California Environmental
.; Quality Act pursuant to Section 21080(b)(8) of the Public
Resources Code of the State of California; and
WHEREAS, in conformance with Section 50077 of the
Government Code and following notice as required by law, a
public hearing was held this day; and
WHEREAS, evidence was received and considered by this
Board of Trustees as the legislative body of Mosquito Abatement
District and, there being no protest, either writers or oral,
against the proposed special tax and after consideration of the
same and the entire record, this Board finds the proposed tax
necessary.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED AS FOLLOWS:
1. That this Board of Trustees does hereby call an election
concerning the adoption of a special tax, such election to
be held on November 3, 1981, which shall be consolidated with
any statewide election that may hereinafter be called or with
any other election to be held that date within San Joaquin
County and hereby agrees to pay all reasonable costs of such
election to the County of San Joaquin.
2. The measure to be presented to the voters shall read as
follows:
"Shall the proposed special tax set forth in Resolution 81-5
of the Board of Trustees of the San Joaquin County Mosquito
Aiatertient District be adopted?"
3. The special tax shall be authorized upon approval of two-thirds
of the votes cast by the registered voters voting within the
District.
4. The proposed special tax shall be levied once per annum
on all non-exempt real property in San Joaquin County at
a rate not to exceed the square footage rate set forth below.
The tax may vary yearly and shall be determined by the
difference between the proposed budgeted expenditures and the
expected receipts for that year. Expected receipts shall
include subvention money received from the State of California.
In no event shall this special tax exceed the maximum rates
set forth below:
a) Land used for single family residential purposes shall
be taxed at a maximum of $.000-2194 per square foot which
rate is $9.56 an acre, or $1.75 for a lot 80' x 1001.
b) Land used for apartments, duplexes, other multiple liv i,: -I
units, and institutions shall be taxed at a maximum of
$.00021993 per squa_e foot which rate is $9.58 per acre.
C) Land used for commercial -,r industrial purposes shall
be taxed at a maximum of $.00029316 per square foot which
rate is $12.77 an acre.
d. Vacant land used for agriculture or similar purposes
which is irrigated shall be taxed at a maximum of $.00000735
which rate is 32 cents an acre.
e. Vacant :and which is not irrigated shall be taxed at a
maximum of $.00000344 which rate is 15 cents an acre.
5. No special tax shall be imposed upon land owned by a Federal,
State of Local Governmental agency.

6. The special tax may be collected at the same time and in the
same manner as ordinary county ad valorem property taxes
are collected and shall be subject to the same penalties and
the same procedure and sale in case of delinquencies as
provided for ad valorem property taxes.
7. As provided for in Section 50077 (c) of the Government Code,
the County of San Joaquin may deduct its reasonable costs
incurred for such service before remittal of the balance to
the Mosquito Abatement District.
IT IS FURTHER ORDERED that the Manager of this District
forward a copy of this Resolution to the San Joaquin County Board
of Supervisors together with a letter requesting said Board to
institute the necessary proceedings to consolidate this election
with any other to be held within this County on November 3, 1981.
I hereby certify that Resolution No. 81-137 was passed
and e.dopted by the City Council of the City of Lodi in
a regular meeting held October 7, 1981 by the following
vote:
Ayes: Councilmen - Murphy, Pinkerton, Katnich and
McCarty
Noes: Councilmen - None

Mosqusto contrei in San 3oaquin County originated at. the demand
:of-the people for their protection against mosquito borne disease.
The ability of your mosquito abatement district to protect you
has been taken away.
A- drastic reduction in funding has limited the ability of your
-mosquito abatement district to control and abate disease carrying'
and pest mosquitoes in San Joaquin County. The increase in mos-
quito infestations will threaten the health and comfort of you
and members of your family.. Mosquitoes found in San Joaquin County
are capable of transmitting encephalitis, malaria and heart worm
of dog.
In 1952 there was an encephalitis epidemic in parts of California
effecting over 420 people and resulting in a namber of human
deaths. There were 51 known mosquito borne cases in San Joaquin
County. In 1980 there were over 500 cases of malaria reported
in the State.and 16 cases in San Joaquin County.
1. Mosquito Abatement District property tax revenue -
reduced approximately 50% annually since Proposition 13.
2. Before Propositi-on 13 - Mosquito control was the lowest
tax rate charge on your tax bill.
3. Since Proposition 13 - 1978-1981 Mosquito Abatement
District manpower reduced 558.
4. .January, 1980 - Northern San Joaquin County Mosquito `-
Abatement District and San Joaquin Mosquito Abatement
District consolidated districts - over $50,000 reduction
in district costs annually.
5. Mosquito Abatement District adopted self-insurance
program saving $30,000 in 1980.
FOUR VOTEOFYES ON NOVEMBER 3, 1981 CAN ONCE AGAIN PROVIDE YOU
WITH A HIGH LEVEL OF MOSQUITO CONTROL
ANNUAL SPECIAL TAX RATE
The special tax will be applied on a square footage basis and
will result in the following charges:
Residential home: 8,000 square foot lot $ 1.75 per lot
Residential home: 1 acre lot $ 9.56 per acre lot
Residential home with agriculture $ 9.56 plus agri. charge
Institutional - Apartments $ 9.58 per acre
Commercial - Industrial $12.77 per acre
Irrigated agriculture $ .32 per acre
Dry"farminq, $ .15 per acre

Special.tax.rates will be set each year. It is possible that,the
tax.'.rate may be'lower than the above figures. The rate will be
determined from the propozed budget expenses and the deficit remaining
fbllowing`,receipt of property tax revenue. The above rates are the`,
