SUBJECT: Hutchins Street Square Landscape Development, Phase I
RECOMMENDED ACTION: That the City Council accept the improvements in Hutchin-s
Street Square Landscape Development, Phase I and direct the Public Works Director
to file a. Notice of Completion with the County Recorder's office.
BACKGROUND INFORMATION: The contract was awarded to Robert Quatman, Inc. of
Hayward on April in the amount of $269,742.98, The contract has been
completed in substantial conformance with the plans and specifications approved
by the City Council. The final contract price was $247,884.
The contract completion date was July 23, 1984, and the actual completion date is
September 26, 1984. The contract completion date did not take into account the
required 60 day maintenance period. The difference between the contract amount
and the final contract price is primarily due to a deduct by decreasing the number
of light standards installed, elimination of landscaping in the parking lot island,
and elimination of contract installation of sand and playground equipment. This
was partially offset by additional curb and gutter work along Oak Street and re-
construction of the curb, gutter and drainage at the northwest corner of the
parcel, and other minor changes to make the project complete.

the California Park and Recreational Facilities Act of 1934, which
provides funds to the State of California and its political
subdivisions for developing facilities for public recreational
purposes; and
WIMTAS. the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures governing
application by local agencies under the program; and
WIMMAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by resolution
the approval of applications before stftnission of said applications to
the state; and
WHEREAS, said applications contain assurances that the
applicant must ccnp-ly with; and
MERFFAS. the applicant agency will enter into an agreement
with the State of California for development rehabilitation or
restoration of the project

1. Approves the filing of an application for 1984
