M. 85-141 having Notice thereof f g Leen published according to law and an affidavit of publication being on file in the office of 1 the City Clerk, Mayor Pro Tempore Reid called for the Public Hearing to consider proposed parking restrictions in I/`) the 200 block of East Lodi Avenue, Lodi. The matter was introduced by City Manager Peterson. Further information including diagrams of the subject area was Provided by Public Works Director Ronsko. Mr. Ronsko then responded to questions regarding the matter as were posed by the Council. The following persons addressed the Council regarding the matter: a) Mr. Mike English, 224 E. Lodi Avenue, Lodi b) Mr. R. D. Schaaer, 216 E. Lodi Avenue, Lodi There being no other persons in the audience wishing to speak on the matter, the public portion of the hearing was closed. Council discussion followed with questions being directed to Staff and to those persons who had given testimony. On motion of Council iMenber Snider, Olson second, Council adopted Resolution No. 85-141 establishing limited parking in the 200 Block of East Lodi Avenue between the lours of 9:00 p.m. and 6:00 a.m. every calendar day of the year. RESOLUTION NO. 85-141 RESOLUTION DESIGNATING STANDING OR PARKING RESTRICTIONS ON THE 200 aL0CK OF EAST LCDI AVENUE. BE'1WEEN THE HOURS OF 9:00 P.M. AND 6:00 A.M. EVERY CALENDAR DAY OF THE YEAR WHEREAS, the City Council of the City of Lodi on June 2, 1982 adopted Ordinance No. 1262 entitled, "An Ordinance of the City Council. ofthe City of Lodi anvxx1inq Article V (Stopping, Standing and Parking) of Chapter 14 (Motor Vehicles and Traffic) of the Lodi City Code". WHEREAS, Ordinance No. 1261 provides that the City Council, by resolution, shall designate standing or parking restrictions within the City of Lodi, and the City Engineer shall be authorized to erect Signs, or curb markings in'areas so designated by resolution of the City Council of the City of Lodi. wHiamS, the City Council of the City of Lodi held a Public Hearing on October:2, 1985:, to consider the adoption of a Resolution as provided in Ordinance No. 1262 designating standing or parking restrictions within the City of Lodi as it pertains to the 200 Block of East Lodi Avenue. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does hereby designate standing or parking restrictions in the 200 Block of East Lodi'Avenue between the hours of 9:00 p.m. and 6:00 a.m. every calendar day of the year. NOW, THEREFORE, BE IT FURMER RESOLVED, that the City Council of the City of Lodi does here -by authorize the City Engineer to erect signs or curb markings in the areas so designated by this resolution. I DATE: SUBJECT: CITY OF LODI PUBLIC WORKS DEPARTMENT J City Council City Manager September 24, 1985 COUNCIL COMMUNICATION Request for Limited Parking on 200 Block Lodi Avenue RECOMMENDED ACTION: That the City Council hear the concerns.of the residents in the 200 block of Lodi Avenue and take the appropriate action. BACKGROUND INFORMATION: In August 1.985f.the City Council received the attached request from some residents in the 200 block of East Lodi Avenue which asks for a "No Parking" zone between the hours of 9:00 P.M. and 6:00 A.M. Also attached is a`map showing the land use of the parcels in this subject area. In 1982, the City Council, adopted Resolution 82-70 (see attached exh.; h-T,c5 which established a "No Parking" zone on Lodi Avenue between Hutch ins.<<a'n"d Stockton Street between the hours of 9:00 P.M. and 6:00 A.M. The subject request is asking the City Council to extend this existing "No Parkirg" zone easterly one block. It is understood that the problem is with teenagers parking their cars in this area, loud noise coming from their radios and the depositing of trash on the public streets and sidewalks. The petition received 'indicates that not all of the residents of the 200..block are In favor of this "Ni Parking" extension. The attached map also indicates which`.properties have no objections to the requested parking restriction. The people living in the area and doing business in the area have been notified of this hearing and will be at the Council meeting ex- plaining in x-plaining'in detail their problems and concerns. E. Robison RE: Installation of Sidewalk Dear Mr. Robison: This is in response to your August 30th letter regarding installation of sidewalks. I am a co-owner of the Career Center property at 525 W. Lockef ord St., Lodi, which, as the records show, is bounded on the east by Hutchins Street and on the north by Holly Drive. I call this to your attention by reason of the fact that nowhere does my property touch the California Street property which is the property I understand that.the City is in the process of developing. You heretofore sent me a letter similar to the August 30th letter and I took it 'upon myself to retain the `services of 'Case Construction and new sidewalk has been installed along the north line of the property on Holly so that the entire area is now surfaced and paved for pedestrian traffic on my property. As far as I am concerned, no further action is intended by me. All interested persons are invited to present their views on this matter.
