REPORT RE:
TASK FORCE TO STUDY AND
MAKE RECU4MMATIONS REGARDING THE
X FORMATION OF A CC*nSSION ON
AGING FOR. THE CITY OF LODI
is This agenda item was introduced by City Manager Peterson
who indicated that a meeting had been held on September 30,
1985. Mr. Peterson then introduced Ms. Trella Arieda who
gave a report regarding the meeting indicating that the
follow:Lig persons had been present for the meeting:

The proposed makeup of the organization membership was
discussed, as well as its goals, objectives, guidelines,
name, etc.
A lengthy Council discussion followed with
questions being directed to Staff, and to Mrs. Areida.
Council indicated its desire to review this matter further
at a future Shirtsleeve Session or at a Snecial MPptincT :.

RESOLUTION CREATING THE DAVIS SENIOR CITIZENS COMMISSION',`
WHEREAS, the Davis City Council has directed that a Senior Citizens
Commission be createc,, and
WHEREAS, it is necessary to clarify certain items relating to
methods of appointment, terms of office, functions, etc.
NOT-!,, THEP.EFORE, BE IT pWSOLVED that the Davis City Council does
hereby specify the following as it relates to the Davis Senior
Citizens Commission.
1. Membership. The membership shall consist of seven (7)
members aa_poinued by the Mayor and approved by the City
Council.
2. Term of Of =ice of 'IfMembers. The term of office of all
members of said C =:==issi on shall be two (2) years;
provided that such members first appointed shall so
classify themselves by lot twat three (3) members shall
terminate their office on the first (1st) day of jar_uary,
1974, and tour (':) m� embers shall terminate their office
on the first (1st; da•, of January, 197 5. Each rem:-er
shall serve at the pleasure of the Mayor and the City
Council until his successor is appointed and qualified.
3. Vacancy. Vacancies on said Commission, from whatever
cause, shall be filled by the City Council.
4. Officers of the Co=issi_on. The Davis Senior Citizens
Commission snail seiect one of its members as Chairman
and one of its members as Vice Chairman.
5. Meetir.^s of the Co=ission. The Davis Senior Citizens
Commission snail estabiisci a regular time and place or
meetings and shall hold at least one (1) regular meeting
each month. Special r,eetinzs of the. Commission may be
called at any time by c,e Chairman, or by any four ('+) br
more members of tie Commis on, by providing notice of
said meeting as required by law.

8. Functions of the Senior Citizens Commission.' The functions
of the Senior Cicizens Co=ission snali be to advise the
ff-
City Council and the cit;- staff on all matters relating to
policies and programs which will serve all senior citizens
of this community and shall include:
(a) Identify the needs of the aging of the community and
create a citizen awareness of these needs.
(b) Advise the City Council on all matters affecting the_.
aging in the community.
(c) Render advice and assistance to other City boards and
Co.M.Missions , to City departments and to private agencies.

(d) Explore improved standards of services to the aging
and explore establishment of needed neer services for
the aging, both public and private, and in so doing,
encourage coordination among organizations providing
services to the aging in the community -and provide
advice and assistance thereto: in cooperation with'

tion and statistics on the aging for the use of citizens.

(e) Perform such other functions and duties as may be
directed by the City Council.
BE IT FURTHER RESOLVED that it is the intention of the Davis City
Council that the Senior Citizens Commission shall function in, an
advisory capacity and shall not be an administrative body, and shall
direct their activities to the service of all senior citizens, whethe
they be as individuals or groups, within the City of Davis.
BE IT FURTHER RESOLVED that the Co„mission shall have the authority::_;'
to appoint Advisory Boards as ;may be necessary and desired in carryins'
out their resoonsiSility. Prior to the aDpoint:ment of Boards. the. '-
Commission shall obtain prior approval from the Cit_v Council as to.
the pur;ose of the Advisory Board and the selection criteria to be
used.

Full time paid person to coordinate activities.

- Service programs - integrated with other clubs
- Increase Parks & Recreation Department involvement (refree+)
- Transportation
- Unique needs addressed - Lodi care
- Housing for seniors - available
subsidized housing

- Repairman to the home
- Volunteer sr.rvices - get them involved
- Boredom
- Safety
- Emergency services - life
How do we serve the greedy along with the needy?
- Guidelines on eligibility
- Elderly women left with home and Cadillac and nothing more.
Need to reach the people hidden from our eyes
- Grandma and Grandpa care. Adopt a school to get kids into senior
center and vice -versa to nurture families. Relationships - revive
the nuclear family changing the cultural programs.
