On motion of Council Member Snider, Reid second, Council
designated Council Member Olson as the Voting Delegate and
Council Member Pinkerton as the doting Alternate for the
Annual Congress of Cities Conference to be held in Seattle,
Washington, December 7 - 11, 1985.

BJECT: Designation of Voting Delegate aiO Voting Alternate for the Annual Congress
of Cities Conference,
Under the Bylaws of the National League of Cities, each direct member city
is entitled to cast from one to twenty votes, depending upon the City's
population, through its designated voting delegate at the Annual Business
Meeting of the Congress of Cities. This meeting will begin at
approximately 10:30 a.m., Wednesday, December 11, 1985, in Seattle,
Washington. According to population, the City of Lodi is entitled to cast
one vote.
To be eligible to cast the city's vote, each voting delegate and alternate
voting delegate roust be designated by the city on the attached form and
the form forwarded to NLC's Credentials Committee. NLC's Bylaws
expiassly prohibit voting by proxy. Thus, an official of the City,
properly.designated, must be present at the Annual Business Meeting to
cast the city's vote.
Recommended Action: It is in order for the Council, by motion action, to
designate the Voting and Alternate Voting Delegates for the Annual
Congress of Cities, December 7 - 11, 1985, Seattle, Washington.
