EXPANSION City Manajer Peterson introduced this Agenda item apprising the Council that over the past several months Council and Staff had reviewed different expansion alternates for the enlargement of the City Hall facilities. These prior _discussions determined that the two expansion concepts which had the most advantages were Proposal "C" (constructing a new Council Chambers on the first floor north of the existing City Hall) and Proposal "D" (which moves the City Council Chambers into the Carnegie Library). Staff then outlined the advantages to Proposals C and D and responded to questions as were posed by Council. BACKGROUND INFORMATION: Over the past several months the City Council has been reviewing different expansion alternates for the enlargement of the City Hail facilities. TO: City Manager City Council FROM'- Public Works Director DATE: September 5, 1985 SUBJECT: City Hall Expansion Proposals At the last shirtsleeve meeting where City Hall expansion was dis- cussed, the City Council directed staff to prepare more specific infor- mation related to cost, square footage, and advantages for Proposal "C" (Council Chambers north of City Hall), and Proposal "D" (Council Cham - bens in Carnegie Library building). The attached sheets labeled Proposal "C" and Proposal "D" show this information. Puts Council Chambers on ground floor - easier access by handicap. 2. Does not disrupt arty of the existing Library uses (see attached sheet). 3. On-site parking closer to Council Chamber entrance. 4. Provides for covered all weather interior access between City Nall and Council Chambers. 3. Having Chamber in City Nall building requires less planning and organization by staff prior to a Council tweeting. (i.e. files. maps, miscellaneous reference data is more readily available.) 6. City Nall can be completely secured while Council Chambers or Meeting Room are in use. 2. Provides for a major City use in old library building which will help maintain its integrity. Building is now under-utilized. 3. Provides for formal public meeting roocss with direct restroom access on first floor. 4. No change to basement meeting use. 5. Allows for greater flexibility on f-..ture City Nall expansions. 6. Allows for greater square footagti on future City Nall expansion. 7. Provides for additional office/storage areas. 8. Approximately 10, lower cost and provides additional 1700 square feet of improved usable area. 9. Additional square footage for Public storks and Community Development on first floor.
