No. 86-146 Council. adopted Resolution No. 86-146 approving the City's 1986-87 Transportation Development Act (TDA) Claim for Local Transportation Fund (LTF) and authorized the City Manager to execute the subject doctutent on behalf of the City. CITY OF LODI COL':`CII. COi:it''iC.'Ii3_' PUBLIC WORKS DEPARTMENT TO: City Council FROM: City Manager MEETING DATE: October 1, 1986 SUBJECT: 1986/87 Transportation Development Act Claim RECOMMENDED ACTION: That the City Council adopt a resolution approving the City's 1986/87 Transportation Development Act (TDA) Claim for Local Transportation Fund (LTF) and authorize the City Manager to sign on behalf of the City. BACKGROUND INFORMATION: The City's 1986/87 TDA Claim requests all of the LTF apportionment w ich amounts to $730,647. This year, there is no State Transit Assistance (STA) money available. It is estimated that we wil.l use approximately S197,435 of the LTF money for the Dial -A -Ride system. This includes $27,300 to be used on two new vehicles and is more than twice the amount of LTF money used for Dial -A -Ride last year. With the loss of STA funds, the transit system is now funded entirely by fares and LTF money, which decreases the funds available for street projects. It should be mentioned that, by law, transit has first claim or! all LTF funds and that if the San Joaquin County population was in excess of 500,000, no funds would be available for street projects. The TDA funds are used in conjunction with other City funds for the Transportation Improvement Program and maintenance of our streets. The claim includes work -in -progress projects as well as all of the street projects which are being considered for construction during the next fiscal year. Those projects are shown on the attached list. Showing these projects in our claim allows us the flexibility to use TDA funds if the projects are included in the City's 1987 Transportation Improvement Program. It does not approve these projects for construction. The pedestrian/bicycle apportionment ($14,911) will be used on the City's sidewalk upgrading ppogram, together with other funds. Since this project improves pedestrian safety, it meets requirements of this portion of the claim. A complete claim form is in the City Manager's file, but not included as part of th.'s communication flr2 RoackFL. ns o icblWorks Director C:L__ CTDACLM/TXTW.02M Jerry Glenn Assistant City Manager FILE NO.
