Officials, and Application Nos. 85-12-50 and 86-04-012 Service List: Pacific Gas and Electric Company (PGandE) hereby gives f Notice that in Application No. 86-09-001 filed with the California Public Utilities Commission (CPUC or Commission) jon September 2, 1986, it has requested authorization to include in its rates and charges for electric servicethe a` costs to PGandE of constructing a research"'and demonstration - j; project, Photovoltaics for Utility Scale Applications (PWSA) at two sites in its service area. PWSA is a research and development project which is needed to determine which emerging photovoltaic technologies r can be economically and technically viable in commercial scale, utility applications. The basic concept -hof PWSA is the side-by-side testing of multiple developing photovoltaic technologies in a commercial scale, utilityenvironment. Photovoltaics on a commercial scale would allow a renewable, indigenous resource, the sun's energy.to be harnessed to make electricity. PVUSA'Phase I construction is scheduled to begin in 1987, with costs shared among PGandE, the 5 Department of Energy (DOE), the California' Energy'Commission (CEC), the photovoltaic industry and other utility companies and industry organizations. The project will be located at two different sites which are representative of different sunlight regimes within PGandE's service area. One site is adjacent to the City of Davis and the other site is in the Carrisa 'Plain. The amount which PGandE seeks to include in electric rates' for this project is $13.7 million, spread uniformly over the time period 1987 through 1989. PGandE proposes to recover the requested amount in rates effective January 11 1987, or.as soon thereafter as the Commission may authorize. The proposed rate treatment would increase PGandE's electric rates by $4.57 million in 1987 on an annualized basis.. On January 1, 1990, rates would be a$justed to remove the $4.57 million. The proposed annualized amount would increase PGandE's electric rates less than one percent, or .007 cents per kWh over the rates in effect as the date'of_this filing.
