pertaining to various PUC; 4pplications:
1. Letter from Theordore W, Russell, Trailways, Inc. and
American Buslines, Inc. regarding the hatter of the
Application of Trailways, Inc. and American Buslines, Inc.,
for authority to increase one-way and round-trip intrastate
passenger fares.
2. Letter from R. S. Norminton, District Staff Manager of
Pacific Telephone regarding anended TeIpak Application No.
82-11-03.
3. Letter from Peter W. Iianschen of Pacific Cas and

delete the originally proposed periodic rate increases and asked
that the Application be limited to authorizing a simplified
billing structure utilizing a unl.versal mileage rate equitable
to all Intrastate Telpak subscribers.

TO: THE STATE, COUNTY AND CITY OFFICIALS,
AND INTERESTED PARTIES
Pacific Gas and Electric Company has filed Application
Nu. 83 08 36 in which it requests authority from the California
Public Utilities Commission, under, its Gas Adjustment Clause
(GAC) to decrease its gas rates, effective October 1, 1983, to
reflect gas costs and to amortize an undercollection in its Gas
Cost Balance Account (GCBA).
The GAC decrease which PGandE proposes to place into effect
on October 1, 1983, is required to (1) reflect changes in the unit
costs of natural gas charged by PGandE's California and Rocky
Mountain gas suppliers, (2) reflect decreases in the price of
Canadian gas from Pacific Gas Transmission Company (PGT), and
(3) amortize the undercollection in the GCBA estimated as of
September 30, 1983.
The proposed rates will decrease PGandE's gas revenues by
about .38 or approximately $13.2 million on an annualized basis.
Authorization of PGandE's proposal only will enable PGandE to
recover its gas costs under its GAC. It will not enable PGandE
to earn a rate of return above the level which the Commission
last found to is just and reasonable for PGandE's Gas Department.
The State, the counties, the municipal corporations, and
other parties interested in the above-mentioned filing will be
furnished a copy of Application No. 83 08 38 with related exhibits,
upon written request made to PGandE, 77 Beale Street, P.O. Box 7442,
San Francirco, California 94120, Attention: Peter W. Hanschen.

PACIFIC GAS AND ELECTRIC COMPANY gives notice that in
Application No. 83-08-65 it has requested authorization effective
January 1, 1984, to revise electric and gas tariffs under its
Conservation Financing Adjustment (CFA). The revised rates will
cover 1984 costs of PGandE's Zero Interest Program (ZIP), which
provides interest-free loans and other incentives to help
residential customers install cost-effective conservation
measures in their homes,
The proposed rates would increase PGandE's electric revenues
by about $.4 million and its gas revenues by about $26.6 million
for the twelve-month period, January 1, 1984 to December 31,
1984.
PGandE further gives notice that in Application No. 83-08-66
it has requested authorization effective January 1, 1984, to
revise electric and gas tariffs pursuant to its Residential
Conservation Service Balancing Accounts. The revisions reflect
estimated 1984 costs of PGandE's federally -mandated Resi.den's-Aal
Conservation Service (RCS) Program of energy audits.
The proposed rates would decroase PGand2's electric revenues
by about $.5 million and increase its gas re•,enues by about $3.5
million for the same twelve-month period.
Because PGandE only seeks to continue operation of programs
which have been thoroughly reviewed and previously approved, it
is requesting that these applications be considered on an ex
parte basis, without hearing.
The State, the counties, the municipal corporations and
other parties interested in the above-described filings will be
furnished copies of either or both, with related exhibits, upon
written request made to PGandE, 77 Beale Street, P.O. Box 7442,
San Francisco, California 94120, Attention: Peter W. Hanschen.
