NO. 85-124 City Manager Peterson presented to Council a breakdown of the various manufacturers bidding on 40,000 feet of #2 aluminum and 15,000 feet of 750 MCM aluminum, 15-kv concentric neutral cable and 20,000 feet of #2 aluminum, 10,000 feet of 1/0 aluminum and 25,000 feet of 350 MCMI aluminum, 600-vclt Triplex cable. Council was apprised that manufacturers bidding quoted escalation in general submitted bids based on metals prices in effect at the time of bidding, but reserved the right to adjust their bids using metal prices in effect at the time of shipment by quoting escalation factors. SUBJECT: PURCHASE OF 15 -KV XLPE CABLE (UD -E85-4) and 600 -VOLT, TRIPLEX XLPE CABTF (UD -E85-5) On Tuesday, September 3, 1985, bids were r;,ceived for 40,000 feet of #2 aluminum and 15,000 feet of 750 MCM aluminum, i3-kv concentric neutral cable and 20,000 feet of #2 aluminum, 10,000 feet of 1/0 aluminum and 25,000 feet of 350 MCM aluminum, 600 -volt Triplex cable. The cable will be used throughout the City to serve developments currently being designed as well as for services to homes and apartments, etc. under construction or in the planning state. Cable for a new feeder to the southwest section of town and for reconstruction of the system on Mills Avenue, south from Tokay Street, has been included, together with cable requirements to maintain an inventory for other needs as they develop. Some of the specific projects requiring this cable are: Whispering Oaks #1 & #2 Tandy Ranch Woodlake North #2 Rivergate Mokelumne Noma Ranch Burgundy Village Park West #4 & #5 Beckman Ranch Center Sun West #4 Lodi Avenue/Ham Lane Development Since some of the bids recei-:ed include cost escalation factors, i.e. non-firm bids, the 'worst case' price has been determined and is shown as the 'price including tax and escalation.' Manufacturers quoting escalation in general submit bids based on metals prices in effect at time of bidding, but reserve the right to adjust their bids using metal prices in effect at time of shipment by quoting escalation factors. The recommendation for the award of the 15-kv XLPE cable (UD -E85-4) is as follows Item 1: Considering the difference between the low bidder (a non-firm bid) and the next low bidder (firm) of $42.40, and the fact that the non- firm low bidder's price could escalate to $779.31 above the low firm bid, and considering the delivery time of the non-firm low bid, the escalation provision could substantially alter the non-firm low bidder's position. Therefore, it is recommended that the bid be awarded to the low firm bidder, Electrorep, Inc., San Francisco, in the amount of $27,432.80 and thus securing the purchase price for the City. Item 2: In this case, the low bid, even though a non-firm bid, when evaluated using maximum escalation remains the low overall bid. Therefore, it is recommended that the bid be awarded to Pirelli Cable Corporation, Colusa, in the amount of $37,365.00, not including possible escalation. The recommendation for,the 600 -volt, Triplex XLPE cable (UD -E85-5) is as follows: Items 1, 2 and 3: she differences between the low bids (non-firm) and the next low bids (firm) are $4.24, $8.48 and $15.90 respectively, for the three items. Rite Utility Director RESOLUTION NO. 85-123 AWARD - CONTRACT FOR PURCHASE OF 15-XLP CABLE WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened by the City Clerk of this City on September 3, 1985 at 11:00 a.m. for the contract for the purchase of 15 -KV XLPE Cable as described in specifications therefor approved by the City Council on July 24, 1985; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as shown on exhibit "A" attached hereto and thereby made a part hereof. WHEREAS, the City Manager recommends that award be made to the low badder as follows: Item 1 - Electrorep, Inc. in the amount of $27,432.80 Item 2 - Pirelli Cable Corporation in the amount of $37,365.00, not including possible escalation. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi that award of contract for 15 -KV .XLPE Cable be and the same is hereby made as heretofore set forth.
