BACKGROUND INF-ORMATION: Certain documentation.and inventory control methods

Mr. Mark, has "considerable expertise in this matter, having.. had the
responsibility, of developing and activating the centralized inventory and
construction standards system for Modesto.
Construction jobs performed by the City Electric Department are normally made
up of - a:.: number of 'specific routine construction steps. Each step' requires_
parts, supplies and associated tools. These parts and supplies are obtained

from vendors.
A centralized purchasing operation would require preparation of a list of parts
and supplies, coded into an inventory system, associated: with construction
l;
steps for atypical next day's work plan. The following documentation must be
finalized by the Electric Department prior to effective centralized operation:
A. Construction standards Manual covering both overhead and
underground construction:
B. Catalogue of materials with assigned identification of equal or
similar materials.

C. List of. acceptable materials and supplies vendors.
Mr. Mark can provide the expertise to provide professionaldocumentationin the

'above three areas. The attached agreement, (Exhibit A)'provides `for
compensation for these services in the amount of $25,000. We are extremely
:. fortunate in having such experience available tous at; this time to assure that
""
we'not "re -invent the wheel" in this activity. Expense for;this:activity was;
anticipated in the budget and funds sufficient to cover this agreement are
available.
