PROCLAMATIONS Mayor Pro Tempore Snider presented a Proclamation
proclaiming "Public Power Week". The proclamation was
CC-37 presented to Hans Hansen, Assistant Electric Utility
Director.

Regarding: Public Power Week October 4-10
During your midwinter meeting, one of the APPA programs I
discussed was Public Power Week. I indicated then that the active
involvement of state and regional assiociation managers is vital to
its success.
It was the Advisory Committee, meeting last August, which
identified the limited understanding of public power among our various
publics as one of our major problems, and you recommended educational
programs to correct this problem. Your recommendations were
incorporated in APPA's 1987 work plan which was approved by the Board.
One element in this plan, Public Power Week, is now scheduled for
October 4-10. Since I talked to you in March, NRECA has formally
joined as a cosponsor.
Public Power Week provides an opportunity to integrate Preference
Campaign programs, other APPA and NRECA efforts, and existing and new
activities of local systems and state and regional associations. The
Public Power Week umbrella can, I think, magnify the parts so that the
cumulative growth in public awareness can be much greater than if each
of us acted separately or without the focus of Public Power Week.
The visible evidence of Public Power Week, like public power
itself, will be largely local. However, I am convinced that its
success -- the local evidence -- will be directly proportional to the
number of networks in place, and the number of reminders, offers of
assistance, and ready -to -use materials received by our local systems.
Obviously, you are in a unique position to generate and support the
all-important local actions.
Here are a few things I hope you will do:
o Promote Public Power Week in your newsletter, at your
workshops and meetings, in speeches and in conversations
with your members.
o Urge your members to adopt resolutions supporting' Public
Power Week. (APPA is providing a sample resolution.)
o Ask your board (and your membership, as well, if you have a
member meeting scheduled before October) ;,o pass a
resolution.. A sample resolution is attached.
o As you receive APPA materials, please review them. Let us
know what other materials and services APPA and NRECA could
provide and what you will be doing to assist your members.
o Consider a state or regional committee to support your
members Public Power Week efforts. The Washington PUD
Association has already established a 12 -member Public Power
Week committee. The committee consists of commissioners,

managers and staff members with public information

responsibilities. At their April meeting, they plan to
adopt a theme, hear about APPA's plans, assess ideas
developed in their "brainstorming -by -mail" exercise, and
form subcommittees to modify APPA's materials, if needed,
and to identify, develop and distribute additional materials
of their own. This is exactly the type of "whip"

organization needed to ensure wide participation in Public
Power Week activities.

o If it's feasible in your area, try to get memorials,
resolutions or supporting statements from your governors or
state legislatures.
o Keep track, and inform us, of state and regional efforts.

PUBIC POWER WEEK RESOLUTION
State and Regional Associations
WHEREAS, the American Public. Power Association and the National Rural
Electric Cooperative Association, the national associations
representing community- and consumer -owned power systems, are
sponsoring Public Power Week October 4-10, and
WHEREAS, community- and consumer -owned power systems, sometimes
referred to as "public power", provide electric service to 25%
of all Americans, and
WHEREAS, public power systems are characterized by local control of
electric service, thereby ensuring that all benefits of this
essential service remain in the local community, and
WHEREAS, the local benefits of public power enrich the states and
regions in which public power communities are located, and
WHEREAS, (name of associat4on), like .ether state and regional
associations, is in a unique position to assist its members in
bringing the benefits of public_ power to the attention of
consumers and the general public, and
WHEREAS, the success of Public Power Week will depend in part upon
state and regional associations assisting their local members
with planning, coordination and materials, and
WHEREAS, tia purpose and focus of Public Power Week is the local
celebration of accomplishments and benefits provided by public
power in the communities they serve,
NOW, THEREFORE, BE IT RESOLVED that (name of association) urges its
member systems to adopt resolutions supporting public power and
to engage in appropriate activities in recognition of Public
Power Week, and
BE IT FURTHER RESOLVED, that name of association pledges to assist
its members in identifying and carrying out appropriate ways of
extending awareness of the benefits of public power during
Public Power Week.
