Council was informed that on October 20, 1981 the Central Lodi Improvement Committee (CLIC) brought before the City Council ° a series of recommendations regarding downtown parking. -Council authorized the immediate imple- mentation of the two-hour parking limit and directed staff to prepare whatever was necessary to implement the remaining recommendations. Staff is completing a revision of the parking section of the City Code, including the remaining downtown recommendations, which will be ready for Council consideration at the January meeting. Assuming no extraordinary. delays_, the -_subject section of the code could be operational in March. However, the shortage of employee parking in the downtown area has-prompted CLIC to request the permit parking in City Lots 1,3, and 4 be done as soon as possible; therefore, the attachedordinanceshave been excerpted- from the overall code revision and the attached implementingfor consideration resolution prepared c � at this time. Walter Sanborn, Chairman of the Central Lodi Improvement Committee (CLIC) addressed the Council regarding the matter. ORDINANCE/ Following discussion with questions being directed RESOLUTION to Staff, Council, on motion of Councilman Pinkerton,' REGARDING DOWN- Katnich second, introduced Agenda Item 1247 - TOWN PERMIT "Ordinance Establishing. Permit Parking in City PARKING Parking Lots and Setting Forth Regulations Thereto". Further, on motion of Councilman Katnich, Hughes ORD. NO. 1247 second, Council adopted Resolution No. 81-176 - RES. NO. 81-176 "Resolution Establishing Public Parking Limits and Permit Parking in various City Owned or Operated Parking Lots". Walter Sanborn then gave a report regarding a recent meeting that he, Jack Bowen and Fred Weybret had with representatives of the Southern Pacific Transportation Company regarding the use of S.P. land within the City of Lodi for Parking. DiNANCE Mr. Sanborn stated that it looks favorable, that RESOLUTION REGARD- the door is open and that they will keep the ING DOWNTOWN PER- Council apprised as things develop. MIT PARKING _ (Cont'd) In the Memorandum of Understanding between the City and the IBEW Local 1345 the City agreed to recommend to the City Council the following modification in the City's contribution to the Public Employees Retirement System: Effective tre pay period beginning January 4, 1982,, -the City will pay into each represented employee's PERS accour.+- 1% of the employee's base salary. For your information, Richard Prima, Bob H'oIrn, Jim Pruss, Alice ReImche,. Ron Stein, Marvin Davis and 1 met last Friday morning to discuss all- problems and details. We also conferred with. Jade, Fred and Jim. The ordinance and resolution wording is a result of this meeting. The following logistics were also discussed.. The appropriate stickers will be here in sufficient quantity beginning the month of February. They will go on sale for $5.00 per permit on January 25, 1981. At this point the Finance Department will sell the usual number of permits (135) plus a number equal to the number of spaces in lots 1,3, and 4 (841. We ore gaining_ an additional 84 permit spaces which brings our permit space inventory to 189 spaces. We have no idea if all of the permits will be sold out and if we should oversell more or less. We are presuming experience will provide answers to these questions and the conservative approach is being taken for now. We realize that theordinance will not be effective until February 6th; theref,,re, there wilt.1 be no rigid enforcement until that date (this will not be a_public announcement). An informational brochure with a map is being prepaYed for Pau -out to all permit buyers and for use as a warning on vehicles in violation during the early days of the change. Fred and his people will work out the specifics. Signs have been ordered in sufficient quantity to sign all permit and two hour lots adequately and they are in good taste. All will be of a similar design. The money for the signs will come'from the parking district fund. They are to arrive for placement before February ist. Fred has brought the matter of traffic circulation in and out of the lots to Rich Prima's attention and it was the consensus during our meeting on Friday that if this program is to be In operation on February 1 the circulation would have to stay the way it is. It is recognized that this will present some signing problems and it may be confusing to customer and employee porkers, particularly in those lots where you have to drive throughone type of parking to get into or out of the other type of parking. Again, time will tell the magnitude of the problem. Prior to the February 1st date we will prepare some kind of press release f�o the two newspapers. cc: Prima, Holm, Stein, Pruss, Reimche, Davis, Ronsko, Schroeder,' I son, Robison, Sanborn RESOLUTION NO. 81-176 X RESOLUTION ESTABLISHING PUBLIC PARKING LIMITS AND PERMIT PARKING IN VARIOUS CITY OWNED OR OPERATED PARKING LOTS Pursuant to Ordinance No. 1247 the City Council of the City of Lodi does hereby establish public parking limits and permit parking in various City owned or operated parking lots: a) The following City owned or operated parking lots are hereby defined for the purposes of Section 3 of the City Code of the City of Lodi: Lot 1 - Parking Lot No. 1 located at the northeast corner of Church Street and Walnut Street (Lot 8 and the west 40 feet of Lot 7, Block 8, City of Lodi) Lot 2 - Parking Lot No. 2 located on the south side of Oak Street between School Street and Church Street (Lot 2, Block 8, City of Lodi) Lot 3 - Parking Lot No. 3 located at the northeast corner of Church Street and Oak Street (Lot Be Block 9, City of Lodi) Lot 4 - Parking Lot No. 4 located on the southeast corner of Church Street and Pine Street (Lot 1 and the west 30 feet of Lot 2, Block 9, City of Lodi) Lot 5 - Parking Lot No. 5 located on the northeast corner of Church Street and Elm Street (Lot 8, Lot 7, and the west 70 feet of Lot 6, Block 11, City of Lodi) b) The following Lots or portions of Lots are hereby established as public parking for the maximum time of two hours: 1. the east half (two parking roars) of Lot 1 2.
