The purpose of this letter is to inform you that the above subject
matter will be a City Council agenda item for their next regular
Council meeting on Wednesday, September 15, 1982. if you wish to
be present, the Council meeting starts at 8:00 P.N. and is held or
the 2nd floor of City Hall.
Enclosed for your information is a Council communication concarning
this agenda item. if the City Council does approve the request of the
Lodi bnifled School District, it is the intention of staff to recom-
mend that the approval be conditioned upon the following:
1. Public :forks Department to approve type and placement
of barricades.
2. Public Works to approve the storage and securing of
'barricades when not in use.
3.. All cost to be paid by Lodi Unified School District.

RECOMMENDED ACTiON: That the City Council consider a request from Lodi
Unified School D strict to close a portion of Pleasant Avenue near Needham
School during school hours. A copy of the request with reasons for the
closure is ;attached as Exhibit A.
BACKGROUND INFORMATiON:
1. There are nine homes on the west side of Pleasant Avenue between
Tokay Street and Chestnut Street which would.be affected by the closure.
.The residents were contacted and none had any objections to closing the
street. It was explained to each that the closure might prove an
inconvenience, but all felt the elimination of traffic during school
hours would more than offset any inconvenience.
2. The Average Daily Traffic on this portion of Pleasant Avenue is
3$0 vehicles, and the volume between 7:30 A.M. and 2:30 P.M.
Is 200 vehicles.°
3. The street would be barricaded (by adult school personnel) at the
'south lire of the alley south of Chestnut. Street and approximately
300 feet south of that location. Refer to Exhibit B.
Signs 'to be installed by City of Lodi crews (and paid for by the
L.U.S.D.) would ba placed on Pleasant Avenue at Tokey Street and
Chestnut Strcet. The signs squid read "CLOSED TO iHRU TRAFFIC, `X
7;30 A.M. - 2:30 P.M., School Days Only."
4. tie have contacted Don MacLeod, Fire Chief and Capt. Floyd Williams,
Police Department and neither have &ny objections to the closure.

WHEREAS, that portion of Pleasant Avenue between Tokay Street
and Chestnut Street divides the school grounds of Needham School; and
WHEREAS, it is the opinion of the City Council of the City of Lodi
that the closing of Pleasant Avenue between Tokay Street and Chestnut Street
during school hours is necessary for the protection of students attending
Needham School;
Now, THEREFORE, BE IT RESOLVED that the City Council of the
City of Lodi does hereby temporarily close Pleasant Avenue between Tokay Street
and Chestnut Street DURING SCHOOL HOURS.

RE: Needham School Crossing.
Please accept this letter as a request for closure of Pleasant Aventio in
front of Needham School and Needham School Annex (420 South Pleasaht.Street)
during school days, between the hours of 7:30 a.m. and 2:30 p.tm`(approximately).
Needham School will be used as a Middle School (seventh and.eighWh grade) during
the coming school year. Tow Middle School program requires. that ..'students change
class location at prescrilxd periods during the school day.' Becauso.of the
numh.^r of students crossing the street throughout the school day, we feel that
closure of a portion of the street during school time:i is a reasonable request.
It Is recogn i zed that c 1 osu re may cause some i nconveni encs to ` res i dents on the
street; howcvcr, the miry -Mer of residences is limited; there is:g'ood alternate
access to the north and south; and there is little through -traffic using the
street.
Recognizing the dust .,I' laixir, etc. it lr:ls Iw-en suggested tlult .Autlents (or
school staff) could move signed barricades into position each morning and remove
therm in the afternoon,. If you have any other suggestions for protecting the
safety of the children crossing the street, please let me know.

RE, Needham School Crossing
I submit the following information in support of our request for daily closure
of Pleasant Avenue in front of Needham School.
For the first month of school until the portables can be occupied, sixth grade
students will be located at Washington School with all seventh graders remaining
at Needham. As a result there will be an "above -normal" amount of crossing.with
approximately 260 students per day crossing Pleasant back and forth between 8:40
a.m. and 3:00 p.m. As I understand the schedule there will be no significant blocks
of time when there will be no crossing - this is a middle school; therefore, there
will be a steady stream of traffic with peak periods approximately every 40 minutes.
When the portables arrive, the sixth grade students will be returned to Needhamin-
creasing the school population to approximately 260 students. It is anticipated
that the number of crossings will decrease slightly as we have scheduled sixth grad-
ers on one side of the street and 7th graders on the other. There are P.E. classes
all day with 36 students crossing for each class. Lunch period is 11:45 to 1:22 each
day.
