In the Vicinity of Lodi High School)
RECOMMENDED ACTION: That the City Council amend Resolution No. 4179
(Estaglishing limited parking restrictions in the vicinity of Lodi High
School) to include the area shown as Area 1 on Exhibit A.
BACKGROUND INFORMATION: This proposal was presented to t -he City Council
on September 1, 1982, along with a request from the Lodi UnifiedSchool
District to re-establish parking on the east side of Pacific Avenue
adjacent to Tion Reformed Church.
Although there appeared to be no objections to the Bettencourt request,
the Council took no action on the matter and we are, therefore, re-
submitting the item for the September 15 meeting.

RECOMMENDED ACTION:
1. That the City Council amend Resolution No. 4179 (Establishing limited
parking restrictions in the vicinity of Lodi High School) to Include
the area shown as Area I on Exhibit A and;
BACKGROUND INFORMATION: In March 1976, the City Council established parking
restrictions on Walnut Street and Oak Street between Ham Lane and Pacific
Avenue; on 1.1ellington Way., and; on the east side of Pacific Avenue between
Walnut Street and Elm Street. A copy cf the Resolution is attached (See
Exhibit B).
1. The only residence on Pacific Avenue not included In the Resolution
Is along the east side of )400 W. Elm St. Don and Susan Bettencourt,
owners of the property. have stated they have experienced the same
problems (litter, blocked driveway, etc.) which initiated restrictions
elsewhere in the area, and have requested the Zone be extended to

ing Division recommends this action be taken.

WHEREAS, the CRY Council of the City of Lodi has determined that
public convenience and necessity require the limiting of parking time between
the hours of 9:00 a. m. and 10:00 a..rn. and 12°30 p.m. and 1:30 p. m. within the
areas hereinafter dcsi.gnated.
NOW, THEREFORE BE IT RESOLVED that Section 195 (j) of Ordinance
493 be amended by the addition of a new subsection to be numbered "20" to read
in full as follows:
(20) Parking shall be prohibited between the hours of 9:00 a. m.
and 10:00 a. m, and 12:30 p.m. and 1.30 p.m. on school days
only upon any of the following enumerated streets:
Walnut Street between Ham Lane and
,i Pacific Avenue, Oak Street between Ham
Lane and Pacific Avenue, and Wellington
Way.
On the cast side of Pacific Avenue between West
Walnut Street and West Elm Street
NOW, THEREFORE, BE IT FURTHER RESOLVED that Resolution
No. 4163 is hereby rescinded.

WHEREAS, the City Council of the City of Lodi has determined that
public convenience and necessity require the limiting of parking time between
the hours of 9:00 a.m. and 10:00 a.m. and 12:30 p.m. aid 1:30 p.m. within the
areas hereinafter designated.
NOW, THEREFORE, BE IT RESOLVEP that Section 195 (j) of Ordinance 493

1. That the City Council amend Resolution No. 41;9 (Establishing limited
parking restrictions in the vicinity of Lodi High School) to include
the area shown as Area l on Exhibit A, and;
2. Consider amending Resolution No. 4179 to exclude the area shown as
Area 2 on Exhibit A.
BACKGROUND INFORMATION: In March 1976, the City Council established parking
restrictions on Walnut Streat and Oak Street between Ham Lane and Pacific
Avenue; on Wellington Way, and; on the east side of Pac fic Avenue between
Walnut Street and Elm Street. A copy of the Resolution is attached (See
Exhibit 8),.
1. The only residence on Pacific Avenue not included in the Resolution
is along the east side of 1400 W. Elm St. Don and Susan Bettencourt,
owners of the property, have stated they have experienced the same
problems (litter, blocked driveway, etc.) which initiated restrictions
elsewhere in the area, and have requested the zor�e be extended to
include the street adjacent to the east of their home. The Engineer-
ing Division recommends this action be taken.
2. Lodi Unified School District has requested the restrictions imposed
by Resolution No. 4179 be changed to eliminate that portion of
Pacific Avenue adjacent to the Zion Reformed Church property. A
copy of the request is included as Exhibit C.
The Engineering Division makes no recommendation on this matter but
offers the foilowing information for City Council's consideration:
a. The proposal would provide 19 additional on -street parking
spaces.
b. Parking restrictions in the vicinity of the school were Im-
posed to reduce littering, vandalism, vehicular and pedestrian
problems along the street and other problems created by high
school students for the adjacent residents.

c. Rev. Aubert Guthmiller of Zion Reformed Church feels that re-
establishing parking will only recreate the same problems
experienced by the church before the restrictions were imposed.

RE: Parking - Lodi High School
I have received a firm request from Dutch Williams, Lodi High School Principal,
asking that the City study the feasibility of changing the parking limitctions
on the east side of Pacific Avenue, between Oak and Walnut Streets, specifically
that stretch directly behind the Zion Reformed Church. At the present time there
is no parking during school hours. Ile propose that it be changed to unmarked,
unrestricted parking along the Church property only, and that the restricted park-
ing continue next to the residences.
The primary reason for the request is to increase the number of parking spaces at
the school. As you are aware, this is a perpetual problem with few avenues for
solution. In addition to providing space for 10 to 15 vehicles, it is also felt
that having cars parked there during school time will help cut down on the number
of "nonstudents" who are using the stretch as a -gathering place during school time.
I have spoken to Rev. Guthmiller at the Church and they will be opposed to a �#
change. I have notified hint of our intention to pursue the matter. Y7:
In a related matter, it appears that there is no reasonable way to provide on -street
limited time visitor parking in front of the school; therefore, Dutch is pu-suing,.,,an ,
off-street alternative. I have been intouchwith Ron and our Counsel, and ee,have
not been able to find any satisfactory "enabling" legislation. Thank you'Die
