TO CONSIDER EXTENSION
OF PARKING RESTRICTIONS
IN VICINITY OF PCP Council set a public hearing for the Regular Council
Meeting of October 2, 1986 to consider the extension of
CC -16 parking restrictions in the vicinity of the Pacific Coast
OC -48(1) Producers Cannery.

SUBJECT: PCP Cannery Parking
RECOMMENDED ACTION: That the City Council set a public hearing to discuss
the extension of the parking restricted area in the vicinity of PCP Cannery.
BACKGROUND INFORMATION: Residents in the vicinity of PCP Cannery brought
t eir concerns to Councilmembers regarding the parking situation just north
of the residential permit area (north of Tokay Street). Attached is a copy
of the petition. The following restrictions were requested to be implemented:
A. Two-hour parking, Monday through Friday, 6:00 a.m, to 6:00 p.m.
B. Marked parking spaces on the subject streets so when parking
spaces are used, cars will not be packed in tightly and
partially onto the corner of driveways.
C. Red paint on each corner of a driveway so drivers will know
exactly when a citation will be given when parked too close to
the end of a driveway.
D. A crosswalk on Stockton Street at the intersection of Eden
Street for children and pedestrians crossing Stockton Street.
City Council requested staff evaluate the parking situation in this area.
The area was surveyed on three occasions. Staff has the following
recommendations:
Item A: Staff recommends implementing restrictions similar to those
currently established south of this .area. The restriction is as follows:
"No Parking" for 1 hour from
8:00 a.m. to 9:00 a.m.
3:00 p.m. to 4:00 p.m.
3:00 a.m. to 4:00 a.m.
except with resident permit
This type of restriction is more convenient to enforce because it requires
only one stop. Two-hour parking restrictions require continuous enforcement
(chalking and citing).

Items B & C: With the parking restriction recommended above, these two
items wou not be needed.
Item D: Staff does not recommend installing a crosswalk on Stockton Street
atden Street. There are existing crosswalks at Stockton Street and Tokay
Street on all four legs. Since this intersection is controlled by four-way
stop signs, it is safer for pedestrians to use these crosswalks. The City's
suggested routes to schools indicate that students should not cross Stockton
Street at Eden Street and therefore a crosswalk at this location is not
advisable.
The attached exhibit shows the recommended additional permit areas and a
"contact" area for the public hearing. Thus, if Courzil wishes to modify the
limits, another public hearing will not be necessary.

THE SIGNED CITIZENS ARE UNABLE TO PARK IN FRONT OF THEIR HOMES, ARE NOT ABLE
TO DRIVE THEIR VEHICLES OUT OF THEIR DRIVEWAYS WITHOUT BEING IN JEOPARDY OF
BEING HIT BY CROSS TRAFFIC. VEHICLES ARE PARKED SO CLOSE TO THE END OF THEIR
DRIVEWAYS THAT THERE IS NOT A CLEAR VIEW OF BACKING OJT WITHOUT ANOTHER PARTY
WATCHING TRAFFIC FOR THE DRIVER.
WE ARE ASKING THE CITY OF LODI FOR HELP BY IMPLEMENTING THE FOLLOWING ON
STOCKTON STREET NORTH FROM TOKAY STREET TO HILBORN STREET, ON EDEN STREET
FROM STOCKTON STREET TO WASHINGTON STREET.
1. TWO (2) HOUR PARKING, MONDAY THRU FRIDAY, 6AM TO 6PM.
2. MARKED PARKIN SPACES ON THE ABOVE STREETS, SO WHEN PARKING
SPACES ARE USED, CARS WILL NOT BE PACKED IN TIGHTLY AND
PARTIALLY ONTO THE CORNER OF DRIVEWAYS.
3. RED PAINT ON EACH CORNER OF A DRIVEWAY, SO DRIVERS WILL KNOW
EXACTLY WHEN A CITATION WILL BE GIVEN WHEN PARKED TO CLOSE TO
THE END OF A DRIVEWAY.
4. A CROSS WALK IS NEEDED ON STOCKTON STREET AT THE INTERSECTION OF
EDEN STREET, FOR CHILDREN AND PEDESTRIANS TO CROSS STOCKTON STREET.
WHEREAS, THE CITY HAS SEEN CAUSE TO ISSUE PARKING LIMIT ENFORCEMENTS IN OTHER
AREAS NEAR PACIFIC COAST CANNERY, WE ARE ASKING FOR THIS SAME CONSIDERATION.
WE WOULD LIKE THE CITY TO REQUEST PACIFIC COAST CANNERY TO STRONGLY URGE THEIR
EMPLOYEES TO PARK IN THE AREA DESIGNATED BY THE CANNERY FOR EMPLOYEE USE.

THE CITY COUNCIL OF THE CITY OF LORI WILL BE CONDUCTING
A PUBLIC HEARING TO CONSIDER THE FMI-2 SION OF THE PARKING
RESTRICTED AREA IN THE VICINITY OF PACIFIC COAST PRODUCERS CANNERY
NOTICE IS HEREBY GIVEN that on Wednesday, October 1, 1986 at
the hour c` 7:30 p.m., or as soon thereafter as the matter may be
heard, the Lodi City Council will conduct a public hearing in the
Council Chambers, City Hall, 221 West Pine Street, Lodi, California,
to consider the extension of the parking restricted area in the vicinity
of Pacific Coast Producers Cannery.
Residents in the vicinity of the Pacific Coast Producers Cannery
recently brought their concerns to the Council regarding the parking
situation just north of the existing residential permit area (north of
Zbkay street).
The following restrictions were requested to be implemented:
A. Zhao-hour parking, Monday through Friday, 6:00 a.m, to 6:00 p.m.
B. Marked parking spaces on the subject streets so when parking
spaces are used, cars will not be packed in tightly and
partially onto the corner of driveways.
C. Red paint on each corner of a driveway so drivers will know
exactly when a citation will be given when parked too close to
the end of a driveway.
D. A crosswalk on Stockton Street az the intersection of Filen
Street for children and pedestrians crossing Stockton Street.
Staff reccmends implementing restrictions similar to those currently
established south of the subject area. The restriction is as follows:
"No Parking" for 1 hour from
8:00 a.m. to 9:OG a.m.
3:00 p.m. to 4:00 p.m.
3:00 a.m. to 4:00 p.m.
except with resident permit

All interested persons are invited to present their views on
this matter. Written statements may be filed with the City Clerk at
any time prior to the hearing scheduled herein and oral statements
may be made at said hearing.
If you challenge the subject matter in court you may be limited
to raising only those issues you or someone else raised at the Public
Hearing described in this notice or in written correspondence
delivered to the City Clerk at, or prior to, the Public Hearing.
