PARKING ALLCWION Council was reminded that at its last regular meeting, the
City Council heard a communication from Mr. Edward S.
CC-45(i) Gibbons, owner of the H & R Block Office, 8 W. Pine Street,
concerning parking in the downtown area. Specifically, Mr.
Gibbons requested the preferential allocation of 15 - 20
downtown parking permits for use by people in his office.
The matter was referred to the Executive Committee of the
Lodi Downtown Business Association who responded that while
they applaud this company's efforts to keep employee
parking off of the busiest streets, they feel that H & R
Block be treated like everyone else, and be required to
purchase their permits at the regularly scheduled place and
time.
Following discussion, with questions being directed to
Staff, on motion of Council Member Hinchman, Reid second,
Council denied the request and directed that increased
enforcement be implemented in the downtown area.

BACKGROUND INFORMATION: At its last regular meeting, the City Council heard a
ccmunication from Mr. Hdward S. Gibbons, owner of
the H. & R. Block office, 8 W. Pine Street, concerning
parking in the downtown area. Specifically, Mr. Gibbons requested the
preferential allocation of I5-20 daantawn parking permits for use by people in
his offios. As the Council is aware, these permits are sold on a first coarse,
first served basis. The ratter was referred to the Executive O miittee of the
Lodi Downtown Business Association which net Tuesday morning. As of this
writing, we have not heard from the LDBA, and attempts to contact committee
mmbers have been unsuccessful. We will have a reccm endationn ficin the IDBA to
present to the City Council at Wednesday night's meeting.

Dear Mr.Gibbons:
This letter will ct;nfirm acticn taken by the Lodi City Council
regarding your letter of August 18, 1986 requesting the preferential
allocation of 15-20 downtown parking permits for use by people in your
office.
At the September 3, 1986 Caincil Meeting, Council received a letter
from the Lodi Downtown. Business Association advis-4„9 that after much
discussion, t ey concluder:i that while they applauded your coulpany's
efforts to keep employee parking off of the busiest streets, they feel
that you should not receive preferential treatment regarding the
purchase of parking permits.
Following discussion, Council denied your request and directed that
increased enforcement be implemented in the downtown area.
