FROM: THE CITY MANAGER'S OFFICE September 3, 1986 V SUBJECT: Parking Enforcement Vehicle Specifications RECOMMENDED ACTION: That the City Council approve the specifications to furnish and deliver one (1) Parking Enforcement Vehicle and authorize the Purchasing Agent to advertise for bids to. -be received Monday, September 15, 1986. Funds have been approved in the 1986-87 adopted Budget for replacement of this Parking Enforcement vehicle. Robert H. Holm Finance Director =Rix/as enc. cc: Assistant Finance Director NOTICE INVITING BIDS FURNISH AND DELIVER PARKING ENFORCEMENT VEHICLE TO CITY OF LODI, CALIFORNIA The City of Lodi invites sealed proposals for the furnishing of one (1) new Parking Enforcement vehicle conforming to specifications on file in the office of the Finance Director, City Hall, Lodi, California, where copies of said specifications may be inspected or obtained. No bid will be considered unless it is submitted on a proposal form furnished by the City of Lodi. Sealed proposals shall be delivered to the Purchasing Agent at the Lodi City Hall, Call Box 3006 (221 W. Pine Street), Lodi, CA 95241-1910 at or before 11:00 A.M., MONDAY, SEPTEMBER 15, 1986 and will be opened on the above day and hour in the City Hall Council Chambers, City Hall, Lodi, CA. Bidders or their authorized agents are invited to be present. The City of Lodi reserves the right to reject any or all bids or to accept other than the lowest bid. Reference is hereby made to said specifications for further details, which specifications and this notice shall be considered part of any contract made pursuant thereto. i x SPECS/TXTF.06S CITY OF LODI James W. The Purchasing Agent will receive sealed bids in his office, City Mall, 221 West Pine Street, Lodi, California 9524C, until the time for opening bids as noted in the "Notice Inviting Bids." B. The proposal shall be submitted as directed in the "Notice Inviting Bids" under sealed cover plainly marked as a proposal and identifying the vehicle to which the proposal relates and the date of the bid opening therefor. Proposals which are not properly marked may be disregarded. PROPOSAL FORM A. Prospective bidders are furnished with one proposal form included with the specifications. B. The proposal must be signed with the full name and address of the bidder, if a co -partnership, by a member of the firm; if a corporation, by an officer in the corporate name. C. The purchaser reserves the right to accept other than the lowest bid and to reject any or all bids. REJECTION OF PROPOSALS Bids may be rejected if they show any alterations of proposal form, additions not called for, or alternative bids not properly documented. Erasures or irregularities of any kind may also be cause for rejection. A. The award of the bid, if it be awarded, will be to the lowest responsible bidder whose bid proposal complies with all the requirements described. AWARD OF BID (continued) G. The award, if made, will be made within thirty (30) days after the opening of the bids. DELIVERY Delivery shall be made to City Nall, 221 W. Pine Street, Lodi, California, within thirty (30) days of the bid opening. PRICES A. All quoted prices shall be current and firm for at least thirty (30) days after date of bid opening. B. All quotations shall include California State sales tax. C. Prices to be F.O.B. Lodi, California. WARRANTY A. The standard manufacturer's warranty shall apply to equipment purchased under this specification. The starting date of the warranty shall be the date that the vehicle is actually delivered. B. This transaction will be covered by City of Lodi purchase order and all terms included in Notice Inviting Bids, Information to Bidders, Proposal and Bid Requirements will be binding. wT. �-. BID REQUIREMENTS I. General Description The vehicle shall e a three -wheel chassis. 2. Specifications It shall comply with U. S. Department of Transportation motor vehicle safety standards applicable to motorcycles and California emissions controls. 3. Engine The engine shall develop at least 22 h.p. at 3600 RPM and be of a 4 -stroke design. It shall be equipped with a governor and a self- starter. 4. SStteerin9 Steer ng shall be wheel -type. 5. Bra�kin2 eS rv7ce brakes shall be hydraulically actuated on all wheels. It shall also be equipped with a parking brake (caliper -type disc) on drive shaft. 6. Suspension aE ch wheel shall have a suspension system composed of a spring and shock absorber. 7. ElectricalS�stemm efiF system shall be 12 -volt, equipped with key -lock ignition switch, alternator, sealed beam headlights, self -cancelling turn signals, 4 -way emergency flashers and dual STOP taillights. 8. Other ESuipme�nt The vehicle -shall have a fully enclosed cab with cloth doors, speedometer, horn, ammeter, gasoline gauge, outside rear view mirrors, seat with -backrest, seat belt, electric windshield wiper, rear bumper, sound control, heater/defroster, operator's manual and service manual. 9. Dimensions Wheelba 78 inches minimum; vehicle clearance circle: 18 feet maximum; payload: 1,200 pounds plus operator minimum; top speed: 29 mph; axle ratio: 6.5:1. 10. Color ZoTor to be selected from successful bidder's color charts. 11. Prices Allpricesquoted shall be current and firm for at least thirty(30) days after date of bid opening.
