SUBJECT: Award Contract for Sewer inspection and Recording Equipment
RECOMMENDED ACTION: That the City Council award the bid for Sewer Inspection
and Recording Equipment to CUES Inc. of Sacramento for the amount of S54,177-.50.
BACKGROUND INFORMATION: The plans and specifications for this equipment were
approved by the City Council on August 4, 1982. Bids were opened on Wednesday,
August 25, 1982, and the following bid was received:

Engineer's Estimate $54,000.00
The bid received included two optional deducts in the amount of $1393. These
deducts include use of 1/811 cable versus 3/8'" cable and the elimination of the
hand winch and 3/1`61, water cable repair kit. it is felt it is in the Clty's
best interest to take advantage of these deducts. It is, therefore, recom-
mended that the City Council award the bid in the amount of $54,177.50.
Attached for Council information, is a memo dated July 26, 1982, again re-
capping the b fits of this equipment.

SUBJECT: TV Inspection Equipment

In the )981-82 Operating Budget, the City approved the expenditure of $32,050
for the purchase of the black and white TV inspection camera and appurtenances
for viewing of the City's new and old sanitary sewer, storm drain and industrial
waste lines.
A copy of the supplemental request for this piece of equipment has been attached.
At the time the supplemental request was prepared, very.few colored cameras were
In use by public agencies and most of the colored camera's available could not be
used in 6" lines. The Inspection of 6" lines is very important to the City of
Lodi. Colored cameras for 6" and smaller lines have now been on the market over
a year and there are now numerous public agenci:g's within San Joaquin Valley who
have both the colored and black and white cameras. The agencies that have had
experience with colored cameras, recommend them highly and would never again
purchase a black and white.
have personally viewed the. reception In the color and the black and white and
based on the problems that we have in our system and the purpose for which we
want to use the equipment, 1 feel very strongly that the City of Lodi should
Invest In a colored inspection camera. The newer color equipment can now also
be used on water wells with very little modification. Some of the major advan-
tages of color over black and white, are as follows:
Eas-i'er to determine the difference between scratches and cracks in
underground piping.
° Detection of hydrogen sulfide corrosion is considerably easier and
only with color can the actual degree of corrosion be determined'.
° Most illegal discharges into the sanitary sewer and storm drain can
be determined since most discharges of this type are other than clear
water.
° The coio'r camera speeds up the inspection process thereby reducing
manhours.
Because of the recent availability of color facilities, it was necessary to
spend considerable time re-evaluating this proposaland rewriting specifica-
tions. Due to these delays, the purchase was not made during the 1981-82
fiscal year.

The 532,050 that was budgeted in the 17.2-012.01 account was put back into the
Wastewater Capital Reserve Fund since the expenditure was not made during the
fiscal year. Presently (82-83) this fund has approximately $500,000 that can
be spent for equipment purchases and plant improvement and expansion. it is
estimated that the color facility will cost $51,000. As pointed out in a
supplemental budget request, based on the 81-82 contract work planned in
sewers and storm drains, the cost of the black and !shite facility could be
recovered In the first year. The purchase of the colored facility will pay
for Itself in less than 3 years.
In reviewing. this matter with the Finance Director, It was hts suggestion that
since the item has already been approved, the funds be reallocated this year
with the additional dollars needed for color by processing a special alloca-
tion. Therefore, we will be forwarding to City Council for approval on August
4, the plans and specifications on a colored unit and once bids are received,
a special allocation for the total amount will be processed.

The follo+,ing is not part of this request but should be pointed out that at a future
date the City may wish to be equipped to perform its own water well TV inspection.
This work is presently performed by a well contractor at a cost of about $800 per
well. When a well I� taken out of service for repair or a new well drilled inspection
should be made. This work could be accomplished with the addition of a smaller second
less expensive second camera and a small boom and cable that would be installed on the
existing van.

This item is requested to take the guess work out of the City's sanitary, storm and
industrial sewer systems problems and SAVE the City many dollars.
In the five (5) year Capital Improvement Program,"we presently have requested funds `
of $35,000 to survey 31,000 feet of sanitary sewers and storm drains. The purpose
of the survey is to determine the cause of continual and high maintenance probi ms in
6,200 L.F. and to* inspect 25,000 L.F. per year of concrete sewer pipe to evaluate the
extent of damage*from hydrogen sulfide corrosion.• This would allow the City to establish
accurately, a repair or replacement program before complete failures occur. It is our
Intent to inspect about 25,000 feet annually until we have determined the actual condition
of our concrete pipe.
'Over. the past couple years we have repaired and replaced old concrete ti=nes where
hydrogen sulfide has corroded the whole pipe and senrage was actually flowing hole
In the soil.
With the purchase of .this equipment it would also enable the City to TV inspect new
subdivision's sanitary and storm systems and detect problems that can be.corrected by
the contractors prior to acceptance. Defects that w:mld be inspectedi
High and low spots;
Joint separations;
Offset joints;
Chipped ends;
Cracked or damaged pipe;
Infiltration points and
Debris from construction.
Most of the above items are not detected until after several years of service and at
that point, -It is the City's responsibility to correct the deficiencies.
1'n our study of this equipment and discussing the use of it, it was learned that the
cities of Stockton, Tracy, Turlock, Modesto and Contra Costa County Sanitation District
have'eliminated most all -problems listed above as it relates to subdivisions by this
type of inspection. In addition. it was learned that all these cities charge developers
for this inspection through subdivision engineers fees. Lodi could, by revising our fees
do likewise. We are one of the few cities that do not TV inspect lines prior to accep-
tance.
1`t is proposed to house this equipment in an existing vehicle, truck 32, a 1979 1 ton
van which is assigned to the sewer crew, (1000 L.F./day +) and the goal of evaluating
.our system can be accomplished.

RESOLUTION NO. 82-97
AWARD - Contract for Sewer Inspection and Recording
Equipment
WHEREAS, in answer to notice duly published in accordance
with law and the order of this City Council, sealed bids were
received and publicly opened by the City Clerk of this City on
August 25, 1982 at 11:00 a.m. for the Contract for Sewer Inspection
and Recording Equipment as described in the specifications therefor
approved by the City Council August 4, 1982.
WHEREAS, only one bid was received, said being as follows:

WHEREAS, it has been determined that the above bid is
a reasonable bid; and
WHEREAS, the City Manager recommends that award be made;
NOW, THERErORE, BE IT RESOLVED by the City Council of the
City of Lodi that award of contract for Sewer Inspection and
Recording Equipment be and the same is hereby made to CUES, Inc.
the only bidder, in the amount of $55,570.50.
