SUBJECT: Award Contract: Lodi Avenue Improvements - School to SPPR
The bid opening for the above project is August 21, 1985, the day of the City
Council meeting. We wish to save two weeks of good weather by not waiting to
award the contract on September 4.
Assuming there are no problems with the bids, an award recommendation will be
presented at the Council meeting on August 21.

RECOMMENDED ACTION: That the City Council reject the bid received and readvertise
the project in early 1986.
BACKGROUND INFORMATION: This project includes the installation of curb, gutter
and sidewalk across the SPRR right-of-way on Lodi Avenue. A'1so included is an
asphalt overlay from School to Main. Plans and specificatioa-Is for this project
were approved on August 7, 1985• The City received only one bid for this project.

In reviewing the estimate with the contractor, it appears the estimate did not
allow enough money for the full cost of removal of existing concrete and earth
or for the difficulty in ::orking on Lodi Avenue. However, given the fact we
only received one bid and the amount of City capital and development work alreadv
underway or starting soon, it is felt that some cost savings will result if the
project is rebid.
