SUBJECT: PURCHASE OF WATTHOUR METERS (UD -F.85-6)
Specifications for the purchase of 672 watthour meters are presented for
Council's approval and permission to advertise for bids is requested. The
bid opening date has been set for Friday, September 20, 1985.
The meters will be used to meter electric energy usage at the following
developments: Tandy Ranch, Whispering Oaks, Park West Units #4 & #5,
Noma Ranch, Rivergate Mokelumne Unit #2, Rivergate Commons, Apartments
at Turner Road and Lower Sacramento Road, as well as various smaller
developments throughout the City and to maintain an inventory of meters
for other needs as they develop.
The estimated cost of this purchase is $23,500 with delivery expected in
approximately three months.

SUBJECT: SPECIFICATIONS FOR THE PURCHASE OF PADMOUNT TRANSFORMERS (UD -E85-7)
Specifications for the purchase of five 37.5 KVA, ten 50 KVA and twenty-five
75 KVA single-phase and three 75 KVA, five 150 KVA, five 225 KVA and two
300 KVA three-phase padmount transformers are presented for Council's approval
and permission to advertise for bids is requested. The bid opening date has
been set for Tuesday, September 17, 1985.

PURCHASE OF POLE -MOUNT TRANSFORMERS- UD -E85-8

Specifications for the purchase of 76 various sized pole -mount transformers
are presented for Council's approval and permission to advertise for bids
is requested. The bid opening date has been set for Tuesday, September 17,
1985.
A portion of the transformers (46 units) will be used for replacement of
polychlorinated biphenyl (PCB) contaminated units located in the vicinity
of Feed and Food facilities. The remaining transformers (30 units) will
be use,. to serve developments currently being planned, as well as to maintain
an inventory of transformers for other needs as they develop and to replenish
the supply of backup units.
The estimated cost of this purchase is $54,000 with delivery expected in
approximately 20 weeks.

Specifications for the purchase of two 1200 amp., 15-kv, vacuum circuit
breakers are presented for Council's approval and permission to advertise
for bids is requested. The bid opening date has been set for Friday,
September 20, 1985.
The circuit breakers will be used for replacement of two failing units at
Mal.ane Substation. Spare parts for these units are no longer available.
Funding for this purchase was included in the 1985-85 fiscal year budget.
The estimated cost is $38,000 with delivery expected in approximately six
months.

SUBJECT: INSTALLATION OF ELECTRIC SUBSTRUCTURES - MILLS AVENUE SOUTH OF TOKAY ST. UD -E85-10.
Plans and specifications for the installation of electric substructures
(vaults & conduits) on Mills Avenue south of Tokay Street, Royal Crest Drive,
Stafford Street, Avalon Avenue and Vine Street are presented for Council's
approval and permission to advertise for bids is requested. The bid opening
date has been set for Tuesday, September 10, 1985.
The installation of the substructures will enable the Utility Department to
reconstruct the underground direct -buried 12-kv distribution system in the
area. The existing system, installed in 1968, is rapidly failing due to
cable deterioration. As a result of the cable condition, this area has
experienced numerous outages, with the outage rate continually increasing.
Funding for this project was included in the 1985-86 fiscal year budget.
This portion of the project (substructures) is estimated at a cost of $45,000.

REPLACE TURF IYMER
RECOMVENDATION
Council approve the attached specifications for a self-contained turf
Hower.
I have received the attached memos from our Parks Superintendent
regarding the condition of our present turf mower. I have discussed
this matter with Mr. DeBenedetti and the mechanic and am convinced it
is not prudent to ccntinue maintaining this equipment.
I have instructed Mr. DeBenedetti to mace other arrangements for
mowing turf until a new piece of equipment can be purchased.
It is estimated the cost of a new mower will be $37,000.00. There are
sufficient funds in our equipment fund to cover this cost. Because we
do not know the exact cost, we are not asking for funds to be
appropriated now, but will do that when an award is made.

SUBJECT: CONDITION OF DiESEE H.F. 15 GANG MOWER
Attached is a copy of a letter I received from our Mechanic on the
condition of our diesel gang mower.
I did not request a replacement mower- for the budge year 85-86
hoping that we could get by for another year. The last incident
where the steering broke and we had to make a new bracket for
the steering has me worried. The frame cracking makes for a
dangerous condition.
My reason for writing this memo is to alert you to the possibility
of a request for a special allocation.
Is there a way that this can be handled other than by special
allocation? If I continue to send this piece of equipment out
knowing that it is in a dangerous condition where does that put
the City?

SUBJECT: CONDITION OF DIESEL H.F. 15 #109
I would like to bring to your attention the condition of Mower #109.
All of the hydraulic hoses with the exception of two, which I have
already replaced, need to be replaced. That means about 21 hoses
need replacing at a cost of about $30.00 a hose. Due to the design
of the mower there are hydraulic tubes which run right next to each
other that are bad as well. The vibrations of the machine has
rubbed holes in the tubes. They also need to be replaced.
The hydraulic pump shaft assembly has been replaced three times.
~? The brakes are also worn and need to be replaced, but, the engine is
what concerns me the most. It has in its first 6 years of service, lost
oil pressure 3 times, due to oil pump failure. This, in turn, has
caused excessive internal engine wear to the rings, pistons, bearings,
and crank. The engine to this day has no oil pressure at all at idle
and burns oil. If the engine would lose pressure again, like in the
past, it is my opinion the engine would be totally ruined.
The vibration of the mower is so severe that it has cracked the frame
several times, in different areas.. I have made braces and rewelded
the the cracks only to find them cracked again, right through the
braces.
I have repaired the steering as well. The vibration has broken the
steering and loosened its connections. I just recently has to stay over-
time to make a totally new bracket to hold the steering together. The
original bracket just broke right in two.
I am constantly working to keep the mower running. The injector pump
sometimes acts up and causes some trouble. To replace the pump would
cost $600.00

SUBJECT: dower 0109
This report is to inform you in greater detail of the
problems I have had with mower #109.
The clutch has been replaced six times in the last six
years. The hydraulic tubes which control the reel's up and
down movement and the blade action are leaking. They have
been repaired several times, but due to all the vibration
they don't stay that way. There are about 31 tubes on this
mower and if a tube should break completely, and it is a tube
controlling the up and down action, it would immediately drop
its arm: If the mower was being driven down the street, it
could very easily cause an accident.
The steering, like the tubes, could cause an. accident.
The vibration has taken its toll on the brackets. and. braces
holding the steering together. Just today, a major brace
broke and the steering was just about totally lost. The
steering wheel had to be turned almost a complete circle before
qou realized any movement of the wheels. Luckily, the mower
broke down while mowing and not while driving from one park to
the other.
The mower has two major main frame cracks. The cracks
have been welded and braced. The vibration eventually breaks
it through. One crack is located on the right side and in the
center of the mower. The other is located on the left side
next to the engine.
Another problem I forgot to mention was how fast the
mower goes through rollers. There are seven rollers. The
grass gets in the seal of the roller and ruins the seal. All
of the grease leaks out and ruins the bearings. At times, I
am able to replace just the bearings if it is caught in time.
But more times than not, it happens during the day and cannot
be noticed by the driver. It is then completely ruined at a
cost of $89.95 each. I usually replace one roller a week.
The mower would be depreciated out at 10 years. The
mower is 6 years old. The cost for a new mower would be
approximately $37,000.00, less trade-in..

The City of Lodi invites sealed proposals for furnishing one (1)
Self Contained Turf Tractor Mower, Blitzer Type, 7 Gang
conforming to specifications on file in the office of the Purchasing
Agent, City Hall, Lodi, California where copies of said specifications
may be inspected or obtained.
Sealed proposals shall be delivered to the Purchasing Agent at City
Hall, 221 West Pine Street: Lodi, California, on or before
Tuesday, September 3, 1985, 11:00 a.m.
and will be opened on the above day and hour in the City Hall
Council chambers, City Hall, Lodi, California.
The City of Lodi reserves the right to reject any or all bids, or
to accept other than, the lowest bid.
Reference is hereby made to said specifications for further details
which specifications and this notice shall be considered part of any
'contract made pursuant thereto.
