City Clerk Reixwhe apprised the Council that George Cunningham, San Joaquin County Registrar of Voters, estimated the cost for providing the services outlined in the Agreement at $1.00 per registered voter. FROM: THE CITY MANAGER'S OFFICE AUGUST 20, 1986 K 4_ - SUBJECT: CONSOLIDATED COAL NWEMBIIt 4, 1986 1) Approval of Aunt with County of San Joaquin 2) Approval of Budget At the Regular Council Meeting of July 2, 1986 Council adopted Resolution No. 86-101 authorizing the placing of six measures on the ballot for the November 4, 1986 General Election. Further, Council adopted Resolution No. 86-102 ,requesting eonsolidaticn with the County of San Joaquin _.for _this election. Attached hereto please find Agreement with the County of San Joaquin and the City of Lodi regarding the November 4, 1986 Consolidated General Election (Identified as Exhibit "A"). George Cunningham, San Joaquin County Registrar of Voters, estimated the cost for providing the services outlined in the Agreement at $1.00 per registered voter. As of July 28, 1986 the City of Lodi had 21,015 registered voters. We have prepared a budget covering the anticipated costs of this election. In addition to the costs covered by the attached agreement, we have included in the budget, costs to be incurred by this office in the con3uct of this election. We have estimated the total costs to the City of Lodi for this election to be $25,000 and we would ask that this be funded from the Contingency Feud. D ACTION: 1)., Adopt Resolution No.. (see exhibit "B" attached) approving the attached Agreement between the City of Lodi and the County of San Joaquin regarding the Consolidated General Election to be held on November 4, 1986; and authorize the City Manager and City Clerk to execute the subject agreement on behalf of the City. 2) Approve Budget covering the costs of this election in the amount of $25,000 and approve the Contingency Fund as the funding source. Distribution after approval will be as follows: 1) City Manger 2) Originating Department 3) Finance Department • E�chibit "A" A G R E E M t N T THIS AGREEMENT, made this 20th day of Auggst , 1986, between the COUNTY OF SAN JOAQUIN, a political Subdivision of the State of California, hereinafter called "COUNTY", and the CITY OF LODI, a Municipal Corporation, hereinafter called "CITY". W I T N E S S E T H: WHEREAS,-- the City desires-- to hold a Special --Municipal _ Election to be held on the 4th day of November, 1986, which election is to be consolidated with the State of California General Election, and the CITY desires to make use of certain services, facilities, and equipment of the Registrar of Voters Office of the COUNTY and to pay the COUNTY for its proportion of the cost thereof, pursuant to the provisions of this Agreement. NOW, THEREFORE, it is hereby agreed as follows: 1. COUNTY agrees to make no changes in precinct boundaries within ninety (90) days of the City of Lodi Special Municipal Election on November 4, 1986. 2. COUNTY agrees that the Registrar of Voters Office shall do the following things for the CITY: (a) Furnish the governing body of the CITY,.upon request of the City Clerk, with as many copies as may be needed of the index of registration for each precinct contained in whole or part within the City of Lodi boundaries, up to and including thirty (30) days prior to the election. (b) Furnish one map showing all precincts embraced in whole or part of the City of Lodi. Vol C ballot, _ absentee voter information and any other election matter required to be mailed to the voters. (d) Prepare list of number of registered voters in each precinct. (e) Prepare index to precinct consolidation as to polling places. (f) Prepare precinct - consolidations,__ labels. for ---sample ---- --- - - - ballots and registration data for official ballots. (g) Check and package official ballots for consolidated precincts. (h) Package election supplies for delivery to precinct inspectors, it being understood the COUNTY will arrange for delivery of same. (i) Provide for delivery and return of ballot boxes, election booths, chairs, tables, etc., to polling places, it being understood that delivery and return will be made by the COUNTY. (j) Perform such other services as may be required by the City Clerk. (k) Select the polling place and election officers and mail the Notice of Appointment to the election officers. (1) The Board of Supervisors is authorized to canvass the returns of the election pursuant to Section 23306 of the Election Code. (m) The CITY agrees that they will pay their proportion of the costs of publications of the polling places and the election officers. 3. CITY agrees to pay t'^e COUNTY its proportioned costs 2 'r for all services, facililties, and equipment furnished by the COUNTY to the CITY in connection with said Consolidated Special Municipal Election, immediately upon receipt by the CITY of a statement from the Registrar of Voters setting forth the actual cost of the COUNTY for services, facilities, and equipment so furnished. -:The COUNTY will endeavor to keep all expenses at a minimum. - IN WITNESS WHEREOF, the parties hereto have hereunto -set their hands and seals the day and year first above written.
