Association a letter received frau Mr. Edward S. Gibbons,
CC -45(i) owner, H & R Block, withdrawing his previous request and
asking that they be allowed to have 15 to 20 F.ermits for
the Sacramento Street parking lot for the period of January
1 through April 15.

Mayor Reid and City Council:
This letter is in reference to our previous correspondence about the permit
parking situation as covered in the last Council meeting.
As requested, we attended (although we are not members) the Downtown Mer-
chants barbecue on Tuesday night at Lodi Lake. Our proposal was voted
down by the general membership - no alternative solutions were suggested.
We also contacted the President of the Chamber of Commerce, where we have
been members for twenty years, and no alternatives were offered.
As my previous letter stated, we presented our problem, offered a possible
solution, and requested any alternative solutions. As none were offered
and ours was turned down, we are back to "Square One".
We will cooperate in all ways possible, but just for the record and hope-
fully to avoid any problems with neighboring businesses or meter maids, we
would like to re -state the following. During the last four months of the
year, if people come from our office between 10:00 AM and 1:00 PM and
move their cars from one two-hour spot to another., they are customers
(students) not employees. Our employees will have permits.
We still will have the problem, during tax season - of the safety and well-
being of our employees who work after dark till all hours of the night.
If they feel threatened by walking alone across town to Church Street
parking lots, or to the Sacramento Street lot, they will in many cases
want to move their cars to a safer area closer to the office after
4:00 PM. This, of course, creates more problems for our costo ors' park-
ing than for those businesses that close at 5:00 PM or 6:00 PM.
Our hope is to still use the Sacramento Street parking lot as it is the
one closest to our office. Also, because of "safety in numbers" the late
working employees could leave together for one lot rather than to differ-
ent parts of town. They could also watch out for each other when they
leave at different times and from the Sacramento -Pine Street corner could
see if the other one got started and away from the lot all right.
Per all of the above, we would like to withdraw our previous request and -- ---
ask you to consider the following thoughts, which would allow us to _ _--
maximize our cooperation with the new system.
It is paramount, of course, that we have fifteen to twenty permits for
the period January 1 through April 15. We know these are on a first
cane -first served basis, but without the permits you can see the problems
that will result.

ing lot. Mr. Gar Wright has been in contact with both the City Attorney
and the Chief of Police as to what can be done so that the patrol cars
can go into the parking lot and take whatever steps are required to

alleviate the problems mentioned in his previous letter. we would appre-
ciate anything the Council can do to expedite this.
We wish to thank you for your consideration of our problems and would also
appreciate being advised when the parting situation comes up for review.
We don't particularly like the idea of paying for three months parking
for the first fifteen days of April, but that will still be $600 or so
less than our original offer to the city. we will consider that to be
the bright side of the problem and we will do all that we can to help in
the re -alignment of the present parking spaces. As we all know, the
only real solution to the problem is the establishment of additional
spaces which undoubtedly means the S.P. lot between Pine Street and
Oak Street.

withdrawal of your previous letter and asking that you be allowed to
have 15 - 20 permits for the Sacramento Street parking lot for the
period of January 1 bo April 15 and requesting additional police
protection for the Sacramento Street parking lot was presented to the
Lodi City Council at its regular meeting of August 20. Following
discussion, the matter was referred to Staff and to the Lodi Downtown
Business Association.
You will be advised when a response has been received and when the
matter will be brought back to the Council.
