The matter was introduced by City Manager Peterson who had

been advised that the developers of the project had

requested that the hearing be continued for -another two

weeks and indicating that they would be more than willing
to discuss this with representatives of the downtown
business conmunity.'
Mr. Mike Lapenta, representing the Lodi Downtown Business
Association reported that the Association had voted
overwhelmingly in opposition of the project.
Mr. John Borelli, President of the Lodi District Chamber of
Cam-erce reported that the Chamber Board of Directors voted
to express Their opposition to any financial assistance
that would. be provided through Civ.y involvement in the
Hotel Lodi renovation project. Mr. Borelli further stated
that although the Board is supportive of `redevelopment
projects, that would help improve. business, the downtown
area, itis felt that the currently proposedproject is one
that would negate those efforts.
Ms. Susan Baxter, 6 South School,. Lodi, presented a
petition bearing approximately 400 signatures readingsas
follows:
"We, ;the undersigned. representing the Lodi Downtown,_
Business Association, concerned merchants and citizens, go
on record in opposition to the use of the Hotel `.Lodi' asa
housing project. -
This is in conflict -to everything we have been taxed
for as an Improvement IDistrict and will only serve to
destroy our Downtown Lodi. Community."

Block Grant Funds (Hotel Lodi Project)
Following our discussion last week concerning the allocation of Community
Developrent Block Grant funds, specifically the HotelLodi project, I did

an approximately 10 minute research effort and determined the following:'
Date Event
Nov. 26,1985 City Council reviewed the Capital Improvement Budget, which
included the Hotel Lodi project, at a "shirtsleeve"

meeting. All Councilmembers were present.
Dec. 18,1985 City Council reviewed the Capital Improvement Budget at a
City. Council meeting and introduced Ordinance.No. 1371
providing for the adoption of the program. All
Councilnernbers were present.
Jan. 15,1986 City Council adopted Ordinance No. 1371 approving the.1986
Capital Improvement Budget. Councilnxmber Pinkerton was -

absent'.
19,1986 Advertised public meeting in Library Conference Room to
provide the' public with the opportunity to .camnent on the
expenditure . of Com unity, Development Block Grant funds. No
one attended.
Feb. 2811986 Luncheon meeting at Angelina's. Those in attendance
�.
included some Councilmembers, City staff, the.developer and
his staff, and representatives,,of the State Housing and
Comiunit Develo
y pr�ent Department. Following this meeting,'
City staff, `the developers and the. State:people met with
representatives of :several senior citizens groups,
including the`City's'Senior Citizens' Ccannission, LoeZ
Center, the group that periodically distributes cheese, and
